just as in any other country. Yesterday I was very saddened when I read in the DailyNation that the media in Ethiopia has more freedom than the media in Kenya. I have been travelling to Ethiopia for many years. Until today, Ethiopia does not have a free ICT sector. The Government has a grip on the ICT sector in Ethiopia. Hon. Speaker, I want to congratulate hon. Dr. Ottichilo for raising this issue again. The Departmental Committee on Energy, Communication and Information in the Tenth Parliament, of which I was a member, did a very comprehensive research and came up with a very comprehensive Report. I have discussed this matter with the current Chairman of that Committee so that we look at this Report again together with the Chairperson of the Departmental Committee on Education, Research and Technology. On a point of order, hon. Deputy Speaker. Is the Leader of the Majority Party referring to CORD as sycophants? He should apologize for that, if it is true. Secondly, the way we get loans from oversees is laid down in the Constitution. In the last Government, when I was the Permanent Secretary (PS) in the Ministry of Information and Communication, a lot of money was borrowed from China. The company that bought Telkom Kenya did not inherit that debt. Can the Leader of Majority Party tell us whether the Jubilee Government is going to follow the procedure of telling the country what they want to do with the money? They should tell us who will send that to the National Treasury, who will send it to the Attorney General (AG) and who will bring it to Parliament for approval.
