  • 24 Jun 2015 in National Assembly: Thank you, Hon. Temporary Deputy for giving me one minute to contribute to this good Bill authored by my good friend and able Chairman, Hon. Sakaja. Since time is very short, I just want to add that currently, we have provisions for our youth and women in the country to be allocated 30 per cent of all jobs available but nobody is serious in making sure that this is attained. Therefore, by passing this Bill, we will have an up to date database with servers that will be used at the national and county levels. Let us put this server ... view
  • 23 Apr 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me the opportunity to support the Committee’s exemplary work. Hon. Keynan was a Member of my Committee when I was chairing the Energy and Information Communication Technology (ICT) Committee of the Tenth Parliament. I know him as a thorough researcher. He has come up with an excellent report on this privatization. I am one of those who opposed the privatization of Telkom when it was being undertaken, because of many things. First, people did not get rid of what I call the “spaghetti network” in Eastleigh, which carries all of the E1 ... view
  • 23 Apr 2015 in National Assembly: If safaricom is not given competition, things will not work well in this country. It is Telkom Kenya that we thought would give competition to the network. It is always healthy to have competition in this sector of communications. Orange inherited the country’s satellite communication network at Longonot, Kericho and what have you. They have not made good use of it. In fact, this week, I advised the ICT Authority to take over the communication network for the Government to make sure that the Kenyan The electronic version of the Official Hansard Report is for information purposesonly. A certified version ... view
  • 23 Apr 2015 in National Assembly: Government has an authority that oversees the communication incoming through the undersea cable, and also through the satellite for the country to realise proper security monitoring in this country. Hon. Temporary Deputy Speaker, so Telkom Kenya in essence, was poorly privatised. I agree with the Committee that something needs to be done. Several times the National Treasury has pumped in a lot of money to resurrect Telkom Kenya, which is actually Orange. However, they have failed to do a good job of ensuring that Telkom’s infrastructure in the country benefits Kenyans. I, therefore, support the Committee’s document and recommendations. I ... view
  • 19 Nov 2014 in National Assembly: Thank you, hon. Speaker, for giving me this opportunity. On behalf of myself, Karachuonyo people and the people of Homa Bay, I would like to give my condolences to the family of Senator Kajwang’ and the people of Mbita. I was Senator Kajwang’s secretary of ODM when he was the Chairman of Homa Bay County. We have lost a great leader and a great politician. Without Senator Kajwang’ in the politics of this country, we will be lost. I would also like to give my condolences to the leadership of CORD wherever they are. We will miss Senator Kajwang’ immensely. ... view
  • 26 Aug 2014 in National Assembly: Thank you, hon. Speaker, for giving me the opportunity to support the Motion. This a project I personally started in 2005, when I was the Permanent Secretary of the Ministry responsible for the Information, Communication and Technology (ICT) but due to lack of funds, it was not possible for us to implement it. At that time, we just wanted to do a small portion on Standard Street and have the monitoring system at the Kenyatta International Conference Centre (KICC). Even with that small project, we were not able to have it go on. Since 2005 a lot has happened technologically. ... view
  • 26 Aug 2014 in National Assembly: Hon. Speaker, our security sector in this country is not robust at all. If you compare Kenya with a small country like North Korea; we have nothing. This country has not invested enough in ICT sector; it needs to sponsor over 2000 students in ICT sector to look into how this country can be protected in Cyber Space war. I will not talk about our President’s phone conversation being tapped, but I will talk about Kenya Defence Forces network being fiddled with. Which means, therefore, even our own aircraft at the Air Force can easily be attacked without raising a ... view
  • 26 Aug 2014 in National Assembly: network that can procure and implement this system without looking for a lot of money from this Government. Hon. Speaker, Safaricom has already built networks of base stations covering majority of this country or parts of this country. Therefore, it will be just a matter of installing the necessary radio equipment on these base stations using the existing power systems in these base stations to supply what is required in surveillance. Hon. Speaker, in exchange of this service, Safaricom will look for Long Term Evolution (LTE) frequency in the 400 megawatts. In this frequency, most equipment that uses this frequency ... view
