  • 26 Aug 2014 in National Assembly: On a point of order, hon. Speaker. Hon. Duale, a good friend of mine, just touched on information that is misleading this House and Kenyans at large. The frequency which Safaricom is asking for, the LTA or what you can call 4G Frequency, is lying there idle. If it is not used, it will be just there for ever and ever amen. The Kshs17 billion that hon. Duale is talking about is not the true case. The British Telkom at one time was selling frequencies in trillions until they realized that if they did not give those frequencies to the ... view
  • 26 Aug 2014 in National Assembly: Hon. Speaker, my point of order is that hon. Duale should not lie to Kenyans that the frequency in exchange is going to cost Kshs17 billion. view
  • 24 Jul 2014 in National Assembly: Thank you, hon. Deputy Speaker. At the entrance of Parliament lies the photograph of the late hon. (Dr.) Paul Adhu Awiti and a condolence book. On behalf of the people of Karachuonyo Constituency and my own behalf, I wish to announce the passing on of Dr. Paul Adhu Awiti, who was a Member of Parliament in the 8th and 9th Parliament. Dr. Awiti was born on 15th October, 1939 and was brought up in Karachuonyo Constituency, which was then South Nyanza Constituency. Amidst the difficulties the family faced, Dr. Awiti was able to get his education up to, and through, ... view
  • 24 Jul 2014 in National Assembly: More importantly, he served as a very dedicated Member of the Orange Democratic Movement (ODM). He contributed to the total emancipation of our people. He fought for a just and equitable society, where all citizens enjoy equal freedoms, rights and opportunities. He participated in the fight for multi-party democracy which led him into prison and detention along with the former Prime Minister, hon. Raila Amolo Odinga. This will be remembered by all us for many years. Hon. Deputy Speaker, Dr, Adhu Awiti will remain in our memories. May God grant his family, the people of Karachuonyo and this country, which ... view
  • 15 Jul 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I read the mood of the House. Would it be in order to ask the Mover to reply? view
  • 15 Jul 2014 in National Assembly: Hon. Speaker, I join my colleagues in supporting this Bill. In the 10th Parliament, I presented the Energy and Communications (Amendment) Bill. I did this so that we could amend the Energy and Communications Act to take care of vandalism in the energy and telecommunications sector. This is basically because the Kenya Power transformers were so much prone to frequent vandalism almost on a weekly basis; transformers and ground wires, that is the third wire that supports the stability of electric transmission. In telecommunication, fibre vandalism was very rampant causing delays and outages of telecommunication. We saw that these were ... view
  • 2 Jul 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me the opportunity to add my voice. I rise to support this Bill because it seems to be part of the Bill which I introduced in the 10th Parliament, where we sought to amend the Parliamentary Act relating to the energy and communication sector which was to prevent damage to communication installations and vandalism of metallic infrastructure. This Bill was passed in--- view
  • 11 Jun 2014 in National Assembly: Hon. Speaker, last week, we noted that Members had requested that we distribute the document due to the complexity of the Report. We did that last week and if anybody needs an extra copy, it can be availed in Room 8. Allow me to take this opportunity to expound on San Marco. San Marco Complex is located in Ngomeni in Kilifi County. San Marco has two segments. One is offshore, that is, 25 kilometres from the shore and the other one is on land in Malindi. The sea segment of San Marco was used as a launching pad for rockets ... view
  • 11 Jun 2014 in National Assembly: loaded with scientific data which the Italian Government used for analyzing whatever they wanted to analyze. A total of 27 rockets were launched and that was it. Now it is no longer used. It is a dark space, although anybody is welcome to look at it. Hon. Speaker, the land-based San Marco is used for monitoring satellite launches globally. This could be Intel Sat satellite, Arab Satellite, Asia Satellite, Chinese Satellite and any satellite of the sort. San Marco is geographically situated so well on the equator. Most satellites are placed in what is called orbital. This is the equatorial ... view
  • 11 Jun 2014 in National Assembly: Apart from monitoring the launches by this facility, San Marco dishes can also be used for remote sensing. In other words, fishing, meteorological or surveillance of security along the Coast. Those dishes are capable of doing that and they are, indeed, used mainly by deep sea fishermen and they do provide the data. Under the agreement signed by San Marco and the Kenyan Government, which was supposed to expire on June 2013, it was that they incorporate the Ministry of Defence, Ministry of Higher Education, Science and Technology, Ministry of Foreign Affairs, Civil Aviation, Department of Resource Survey and Remote ... view
