  • 18 Jun 2008 in National Assembly: Mr. Speaker, Sir, is the Assistant Minister aware that all the rural electrification projects rolled out last year were abandoned because the contractors had to flee the skirmishes? view
  • 18 Jun 2008 in National Assembly: Madam Temporary Deputy Speaker, thank you for giving me the opportunity to contribute to the Budget Speech. I would like to join my previous colleagues in supporting the Budget as it was presented by the Minister. Nonetheless, I feel we, as Parliamentarians, were shortchanged because we were not consulted in its preparation. I am a lawmaker. I believe my input would have been considered in the preparation of the Budget. I was elected to come to this Parliament by a majority votes of 56,000. If all of us legislators pass this Budget without criticising it, we will simply be used ... view
  • 30 Apr 2008 in National Assembly: Mr. Deputy Speaker, Sir, I know that the Minister is new in the Ministry. But I would like to suggest that disaster management should be looked into very deeply and carefully in order to cover remote areas. In almost every corner of Kenya, we have telephones, both fixed and mobile. But the question is: Do they work during emergencies? We have emergency numbers to call but they do not work. I will give you an example. If you have a Safaricom line, it means that probably only Safaricom works in that area, especially in remote areas. If you have a ... view
  • 23 Apr 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I would like to support the Motion and go a little further than that. The Minister is a lawyer. Although he sits in the office, he is a very efficient man. Instead of combining the two documents into one, I suggest that the document be 594 PARLIAMENTARY DEBATES April 23, 2008 made electronic in order to support all Kenyans everywhere in the whole world. Kenya is an ICT savvy country to date and, in fact, we are going to the villages in the countryside with what is called "digital villages." We will also have ... view
  • 16 Apr 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. I beg to second the Motion. Indeed, the control of plastic waste has not been practical, because our people are not brought up to understand 472 PARLIAMENTARY DEBATES April 16, 2008 the use of litter boxes. Our motorists have not been trained to use bags in their cars and, therefore, not to litter around when they are driving. In the developed countries, if a motorist throws waste out of the car through the window, there is always a heavy fine. I believe this rule can also be imported into Kenya. • 20 Mar 2008 in National Assembly: Thank you, Mr. Speaker, Sir, for giving me the opportunity to support the Presidential Speech. I would also like to take the opportunity to congratulate you for being elected Speaker of the Tenth Parliament. I support the President and the Prime Minister-designate for the brave act of signing the Accord. Today, Kenya stands out like a sore thumb internationally. It is as a peace-loving country. All of us, are happy with the arrangement. From today onwards, we, as Parliament, should be speaking as one Government rather than as "us" and "them". 314 PARLIAMENTARY DEBATES March 20, 2008 Mr. Speaker, Sir, ... view
