December 10, 2008 PARLIAMENTARY DEBATES 4055 The only problem we have about the section providing for dismantling of equipment in a media house is two-fold: We cannot ascertain that an emergency exists at an instant of time, or digitally. If equipment is removed from a media house, do we know--- The Bill says that such an equipment will be removed for a short time.

Thank you, Mr. Temporary Deputy Speaker, Sir. I would like to take this opportunity to thank the Departmental Committee on Energy, Communications and Public Works. It took a long time to check across the ICT industry and the media. We consulted almost every business sector with regard to this issue. The Bill is really a result of a researched proposal and resolution for all contentious issues that could have been there. We are looking forward to look at the Bill again in the future, probably, to fragment it, if necessary.

Thank you, Mr. Speaker, Sir. The question seems to stem from the frequency spectrum, indicating that there is a problem with the spectrum within the GSM network, not necessarily emanating from the frequency interference. The frequency interference could have been caused by another transmitter and, maybe, transmitted by somebody else. Could the Minister explain what actually happened? Thank you, Mr. Speaker, Sir.

Mr. Deputy Speaker, Sir, currently, the transformers are supposed to supply electricity to community centres or schools, but they are not being installed to also serve the communities. Please, make sure that transformers are installed in a 500-metre radius, so that the communities are also served. Secondly, could the Ministry supply the communities with small transformers that are affordable? Transformers are too expensive for the communities to buy separately.

Mr. Deputy Speaker, Sir, this is a very serious issue and the Departmental Committee on Energy, Communications and Public Works has summoned the Minister, sometime in September, to investigate this matter further. I would like to ask the Minister where he is aware that after having given KBC seven frequencies for television. some parts of this country are still not covered by television? If so, could he give this House the dates when those areas will be covered by television?
