  • 12 Feb 2009 in National Assembly: Mr. Temporary Deputy Chairman, Sir, the reason is that this provides an umbrella clause for the penalties that might arise in the regulations. The current law provides for only Kshs10,000. Pollution penalties need to be high because of the massive clean-up costs as well as the gravity of the crimes emanating from pollution that have the potential to ruin the economic lives of many Kenyans, especially those who rely on tourism and fisheries. Deterrent sentences are, therefore, called for. Some countries, for example, Saudi Arabia impose death penalty for such crimes. view
