11 Feb 2009 in National Assembly:
Mr. Temporary Deputy Chairman, Sir, Clause 62 is very important for banks and others with financial interest in the vessels. Being a floating asset, the mortgagee needs to be reassured that only non-beings may adversely affect his rights in the ship. If constructively implied or expressed, trust can be allowed to water down his asset, then banks and others will be on very shaky grounds.

I may not inject the capital needed to develop the sector so that a ship can be used as a security if you check Clause 93. Clause 104 restricts the instances which are very limited in nature whereby the ship as an asset can be diluted. The question of infants rights to ownership in a ship are well articulated in Clause 61.
