Mr. Speaker, Sir, I had requested for a Ministerial Statement from the Deputy Prime Minister and Minister for Finance on the intention of the Barclays Bank of Kenya to transfer its banking office operations to India. This statement was supposed to have been delivered today.

Mr. Temporary Deputy Speaker, Sir, I rise to oppose this Motion. I reckon that the first thing is that these names were forwarded by the President to this House after short listing was done by a competent body. When I see the recommendations which have been brought by this Committee, especially number one, which says that the nominees lacked passion, initiative and drive to lead the fight against corruption in this country. Thank you, Mr. Deputy Speaker, Sir. The Assistant Minister has said that he cannot adjust the salaries because of the Salaries and Remuneration Commission not being in place and yet he has set aside Kshs1.5 billion to go to the doctors. Is that not a contradiction in itself? How will they adjust the allowances and give them this money if, in the first place, they cannot adjust the salaries?
