Mr. Speaker, Sir, could the Leader of Government Business clarify to this House from where the House Business Committee (HBC), or any other organ of Parliament, gets the authority to disband any committee, or even remove a member of a committee appointed by this House before the House itself has actually rescinded its own appointment?

Thank you, Madam Temporary Deputy Speaker, for, at least, spotting me even if I am the last one. I would like to support this Motion. We need ambulances in the counties because the kind of ambulances that we have, either they are not there or they do not even work. We need modern or state-of-the- art ambulances in the counties because once there is an accident, the ambulances that take the sick to the hospital are not the kind of ambulances that we require. Madam Temporary Deputy Chairlady, I also rise to support this amendment. We know political parties sometimes have their owners. Owners sometimes can be crazy people. They can actually lock people out at any minute. Therefore, I support this.

asked the Minister for Environment and Mineral Resources:- (a) whether he could explain and rationalize the roles of the institutions under the Environmental Management and Coordination Act (EMCA), namely National Environment Management Authority (NEMA), the Public Complaints Committees (PCC), the National Environmental Tribunal (NET) and the National Environment Trust Fund (NETFUND); (b) to tell the House the relationship between NEMA and NETFUND and to who the Board of Trustees of the NETFUND reports; and, (c) how many employees NETFUND has and whether he is aware that the employees have not been paid their salaries since February 2011.

Mr. Deputy Speaker, Sir, I would like to thank the Assistant Minister for answering that Question. But a lot is left to be desired because I know that Kshs50 million was given to NETFUND in the 2010/2011 Financial Year. As of 9th May, 2011, just a month away from the end of the financial year, the money had not been released to NETFUND. I would like to table a document here, as I ask my question, which is from the Ministry of Finance that clearly indicates that Kshs50 million which had been allocated to NETFUND for the Financial Year 2010/2011 ...
