I would suggest that the Committee on Delegated Legislation would go ahead and actually give a provision that all those companies that belong to the youth and which are duly registered as companies belonging to the youth are actually registered for free as Members of National Construction Authority. The total population of this country is estimated at about 40 million Kenyans. During the last general elections, we had about 12 million registered voters. the Committee on Budget and Appropriations should in future take up that matter seriously. Hon. Temporary Deputy Speaker, the regions that are far-flung at the border districts of Kenya have a lot of problems in registration of persons. There are a lot of excuses and convoluted vetting process that ends up alienating people. I think we should come up with ways that will enable our people get identity cards. The work of this august House must be taken seriously. There is a tendency where when certain Bills that have serious issues to be scrutinized come to the Floor of this House, the House is not given enough time to scrutinize and look through the issues in those Bills.

The constitutional timelines are known. The agencies that are charged with the responsibility of coming up with these Bills are in place. These people are in office and they earn salaries. What makes them not work within the timelines that have been given? They have to up their game and let Parliament do its work according to the provisions of the Constitution.
