I want to think that one of the reasons air transport is costly in this country could be as a result of the taxation regimes that the airlines are exposed to or may be jet fuel is exposed to. This House has a responsibility to make sure that we review the tax regimes for air travel related services so that air transport can be reasonably cheap for people who want to travel by air in this country. Hon. Deputy Speaker, we notice that with the coming of the new Constitution, the number of Ministries was reduced from 40 to barely 20. We are being told that instead of using the Government houses that are available, we are leasing office space. I want to understand why. Secondly, I was not able to look at the list that the Chair was reading. I am wondering if Harambee SACCO House that Parliament uses is one of the listed houses. Now that the Chair has said that Harambee Plaza was actually leased by the PSC, I want to request him, if you allow, that we set aside time in the course of next week, have a kamukunji and discuss the security of Members of Parliament who use the Harambee Plaza. This is a serious issue. We also want to discuss the security around Harambee Plaza, Continental House, Protection House and St. Johns Building. We really have to set aside time and discuss that because I really fear for hon. Members of Parliament.

worst roads when it comes to accidents. It is a very narrow road which was built over 50 years ago and it has not been expanded since. What is the Government doing to ensure that there is safety on that road, instead of building hospitals and preparing for accidents to occur? They know that accidents are definitely going to occur. The Chairperson should give this House the plan that the Government has to expand those roads, given that we have motorbikes which were initially not intended to use those roads when they were constructed.

My own understanding of the NCA is that it is a body that is supposed to regulate the industry. They should try as much as possible to get us many members as possible and to net all the contractors in this country, so that the industry is streamlined.
