This is a very timely Motion because we all know that while there are many other issues that may have caused the violence that we witnessed during the post-election era, one of the medium that was used heavily by those who thought it was necessary to perpetuate the violence was the mobile phones. First, I would like to applaud the Ministry for the many good ideas that have been put before this Committee. I note that there is a proposal to zero-rate tax on air travel. That is very important because, in so doing, we will make Kenya Airways competitive. It will be able to compete in the arena with others.   • 25 Jun 2008 in National Assembly: Mr. Deputy Speaker, Sir, first of all, I think it is not accurate to say that only two dams in Ndaragwa Division have problems with weeds. We have other dams like Kanyagia, Muruai and Acacia which are having the same problem. So, the position that there are only two dams in Ndaragwa that are having problems with weeds is not accurate. However, in his own admission, he says the information he has may not be accurate. Given that scenario, it may be important for him to pay a visit to those particular dams, so that he can familiarise himself and, in the process, be able to come up with an accurate answer. Could he tell this House what is the budgetary allocation to the Department? Secondly, which areas are still benefiting from the Adult Education Programme? On many occasions, these fires affect water sources in this country mainly the forests. I do not know how much money the Assistant Minister wants to spend per kilometre because we know that it will cost Kshs35 million to do work on one kilometre. Patching it up may not be appropriate.
