  • 9 Nov 2021 in National Assembly: excusing themselves because they will say that that is not an issue within their mandate. It is not a thing that we want to continue for long. The Committee, in its interaction with the three commissions, noted that despite the three commissions having related functions, they also have separate offices. These offices are in different geographical locations within Nairobi, and when you go to the counties, they are also located in different places within the counties, which requires the person with the complaint to move from one location to the other. Therefore, the Committee was of the view that the ... view
  • 9 Nov 2021 in National Assembly: Parties, representatives of minority and marginalised groups, World March of Women Kenya Chapter, Premier Peak Leadership Foundation, Sauti ya Wanawake Pwani, Coordination Centre for Community Empowerment, Midrift Human Rights Network among others. The NGEC argued that Parliament does not have powers to enact legislation that betters the provisions of Article 59(1), (2) and (3). However, we received another submission from the Kenya Law Reform Commission and also the Office of the Attorney-General and the Department of Justice that again clearly informed the Committee that Parliament has those powers to enact legislation and give full effect to Article 59 of the ... view
  • 9 Nov 2021 in National Assembly: With those few remarks, I beg to move and ask that my Vice-Chairperson, Hon. Kaluma seconds. view
  • 13 Oct 2021 in National Assembly: Hon. Temporary Deputy Chairman, just before you put the question. I speak as a person coming from a non-sugar growing area. The concern that needs to be factored, and I am sure it has slightly been captured on the Bill, is the cost of production. It does not matter what kind of law we put in place. If the cost of production is such that the sugar from outside is cheaper than the one from inside, then it beats the purpose of everything that we do. So, we must also address the cost of production of sugar in our country. ... view
  • 13 Oct 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. It appears that there is no one near me. I also want to take this chance to support this Policy Paper, No.1 of 2021, and thank the Ministry for having come up with it. It is important to mention that when we devolved water, this was one of the requirements of the Constitution that a water policy be developed so that the national Government and the county governments can manage this resource. This is because the county government cannot and could not have been able to manage this resource without the involvement of the ... view
  • 13 Oct 2021 in National Assembly: I think it is important to mention that I come from Nyandarua County and we provide water to Laikipia, Nakuru, Nairobi and Nyeri counties. Also in our county, there are very many residents without water. So, as we manage this resource, if there is a lot of water where you come from, before it being transported or taken to other places, it is only fair that those who are near are also supplied with water. I come from Ndaragwa and in areas like Kanyagia, Simbara, Shamata and the whole of Pesi area, the last time they saw piped water was ... view
  • 13 Oct 2021 in National Assembly: I believe with this Policy, we should see better management of the lake and ensure those near it also benefit. Let me thank the National Irrigation Board (NIB), I think this is how we still refer to it. Sorry, it is the National Irrigation Authority (NIA) and within the last two or three years, they have demonstrated the kind of change they can bring to this country. They have done water pans in my constituency and many others. The livelihoods of the individuals who have benefited from those water pans have changed drastically. Some have even bought new vehicles from ... view
  • 1 Sep 2021 in National Assembly: Thank you, Hon. Speaker, for giving me the opportunity to say one or two things. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 1 Sep 2021 in National Assembly: I want to open my statement by reading what Justice Fatuma said: “If amending the Constitution is too difficult, it may lead to revolutionary tactics to bring about changes. Those who make peaceful revolutions impossible will make violent revolutions possible”. With your permission, we went and visited Brazil at the beginning of this term, as the CIOC. Our experience in Brazil is something that we need to learn from as Members of this House and also as a country. They have a Constitution that is, by and large, similar to ours, even in terms of age but, they ran into ... view
  • 1 Sep 2021 in National Assembly: Hon. Speaker, I wanted to say that even bringing the constituency assembly together was impossible. Remember we said there is a 20 per cent that we need to work on when we passed the 2010 Constitution. Even that has been shut out by the ruling of the courts. On the Referendum Bill, I remember that we tabled it in this House. It was at the very beginning, before any other person had a proposal. That time, the Leader of the Majority Party was Hon. Duale. I wish he was here to tell us where it went because we have been ... view
