  • 10 Jun 2008 in National Assembly: Mr. Speaker, Sir, could the Assistant Minister inform this House what the Ministry is doing with the Kshs10 million that was allocated to this road this financial year? Secondly, it is not in the interest of the communities along this road to get the large trucks off the road. What we are asking for is for the road to be in a condition that can handle those large trucks because we need them for economic growth in those areas. Thirdly, what became of the resealing teams that used to be along that highway? view
  • 14 May 2008 in National Assembly: Mr. Deputy Speaker, Sir, I beg to give notice of the following Motion:- THAT, noting the presence of several unlawful organized groups in the country, who draw their membership mainly from the youth; further aware that their activities have led to an unmitigated loss of lives, properties and livelihoods; appreciating the fact that the Government has attempted to crack them down unsuccessfully in the past, and cognizant that they pose a serious security challenge to the country; this House resolves to constitute a Select Committee to investigate their membership, organizational structure and operations, the underlying causes for their proliferation, and ... view
  • 30 Apr 2008 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I would also want to support this timely Motion. It has come at a time when we all need to think a lot about the services that are consumed in this country. Perhaps, we need to look back and see what transpired in the last couple of months in this country. We are still in the healing process. It is important for us to reflect and see the various parties that may have contributed to the difficulties that we have had. One of the areas that I would want addressed when the Bill ... view
  • 30 Apr 2008 in National Assembly: everyday to move from one place to the other. This sector is very crucial in contributing to the growth of the economy. However, the kind of things that people are exposed to when they are moving from one point to the other is worrying. Inside the matatus, there are all manner of things that expose commuters to danger; for example, seats may lack safety measures, or drivers may be so careless that commuters are never sure of completing their journeys. We have also talked about the industrial and construction sectors. We have the CDF and the many contractors we are ... view
  • 24 Apr 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I would like to ask whether it is in order to ask the Mover to reply because what we are getting now is repetition from hon. Members. view
  • 17 Apr 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. In seconding this Motion, I wish to give a brief background on the ACP-EU Joint Parliamentary Assembly. This Assembly was created out of a common desire to bring together the elected representatives of the European Community, the Members of the European Parliament and elected representatives of the African Caribbean and Pacific (ACP) States that are signatories to the Cotonou Agreement. It is the only international Assembly in which the representatives of various countries sit together regularly with the aim of promoting the interdependence of North and South. The ACP-EU Joint Parliamentary Assembly brings together ... view

  • 17 Apr 2008 in National Assembly: It is important for Members to note that the matter of the crisis that followed our 27th December, 2007 elections in Kenya featured prominently during the Assembly and it was, actually, discussed on 12th March during the sitting of a Committee on Political Affairs by ACP States. It was also discussed on 14th March, during the sitting of the ACP Group of States Parliamentary Assembly and again on 15th March, during a sitting of a Joint Committee on Political Affairs. • 16 Apr 2008 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I stand in support of this Bill. I want to congratulate the Minister in charge for having brought this piece of legislation to this House. This Bill is important because it will help the accounting profession get rid of a few of the quacks who may have infiltrated it. It is also important because accountants perform a very important exercise in all the public and private companies. They are actually a focal point of the activities that are witnessed in these companies. I do not want to repeat a lot of what has been said. ... view
  • 25 Mar 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. My names are Ngayu Kioni, the new Member for Ndaragwa Constituency. Mr. Deputy Speaker, Sir, I stand to support the Motion for the Adjournment but, before I do that, I want to thank the residents of Ndaragwa for giving me a chance to serve them for the next five years. I want to join other colleagues in this House who have said many things, one of which is that we are happy to go and explain to our constituents what the Peace Accord is all about. But, Mr. Deputy Speaker, Sir, as we do ... view
