  • 16 Jun 2021 in National Assembly: Thank you, Hon. Speaker, it is true. Like it has been said, the Chair had issues with the budget and there were some issues they needed to harmonise between the Ministry and the Statement that we had done. I, therefore, take it upon myself to also take the information to her, with regard to the question by the Hon. Member, as a seasoned Member for that Committee. Thank you, Hon. Speaker. view
  • 16 Jun 2021 in National Assembly: Thank you, Hon. Speaker, for giving me this chance to speak on this Motion on what we popularly call the County Allocation of Revenue Bill. Earlier on, we passed the formula, but I would like to say something extra about the formula that The electronic version of the Official Hansard Report is for information purposesonly. • 16 Jun 2021 in National Assembly: we are using. To some extent, that particular formula still favours the larger counties at the expense of the counties that are highly populated, but are small in area size. I come from a county that is small, but the population is very high. So, possibly, in future, we shall have to relook at that formula with the aim of ensuring that the people get the funds and not the area size or just the poverty index. Also, we need a proper evaluation of the poverty index throughout the country to ensure that the records that we use are correct, ... view
  • 16 Jun 2021 in National Assembly: training in the lowest level. When you look at the CBC education system, we are now going the direction of TVET and vocational training. So, this is an area which I wish county governments will still make sure that we do not kill the village polytechnics which are very important to ourselves, leave alone the ECDE which has been spoken about. Let us get a mechanism of how the county governments can give a report and how they use it. There are a number of institutions in this country, including county governments, which do not want to declare their tax ... view
  • 15 Jun 2021 in National Assembly: Thank you, Hon. Speaker for being kind. I lost my opportunity and will be very brief. From the perspective of workers, we know every job must have a job description which leads to creation of titles, job levels and ranking in form of job evaluation. Hon. Speaker, you have just said that you find yourself in trouble a lot of time with the SRC. You have just spoken on issues that concern Members of Parliament. It is because there is no job description. So, this is a law that is trying to bring a level and job description for Members ... view
  • 15 Jun 2021 in National Assembly: Thank you, Hon. Speaker. I take this opportunity to also pass my condolences as Omboko Milemba and the people of Emuhaya. We are his neighbours and I call him uncle because my mother came from where his home is. We had a chance of visiting him and I agree with Hon. Wamalwa. He told me to sit in Parliament. He told me not to be walking out and bouncing. He told me that that is the most important thing when you are in Parliament. We wanted to cross over from ODM to ANC during that time. I went with my ... view
  • 15 Jun 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise on a motion of privilege. There is some noise behind us and it is like a gas leakage. Could you, through your office, establish exactly what is going on for the safety of the Members? I thank you. view
  • 9 Jun 2021 in National Assembly: Thank you, Hon. Speaker. My brother has brought up a very serious issue that I am not aware of and not everybody was aware of. He has indicated that he has been waiting to see it, but he has not seen the Motion. Hon. Speaker, we have a lot of confidence in you. I wish, then, he could proceed to name the people, so that we also deal with it. Otherwise, if he speaks the way he has spoken and he does not name the people, then we shall be disenfranchised to deal with the matter seriously. view

  • 8 Jun 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this chance to contribute to this Motion. From the outset, I want to indicate that I support the Report of PAC on the examination of the Report of the Auditor-General on the financial statements of the national Government for the Financial Year 2017/2018. view
