This is a very good Petition because in the first several weeks after the marking of exams, there was a lot of talk within the social media, other media and even on the streets that the marking process may have favoured public schools against private schools. The 100 per cent transition policy aims at actualising the law now that basic education is compulsory. The definition of “basic education” is going up to Form Four. Members have accepted, and one Member seems to allude to it, is that we now accept fully that it is the NG-CDF that is supposed to build infrastructure in schools. We are not putting pressure on the national Government to actually do the infrastructural development in our schools. We are just taking that burden continuously without complaining. Duale. I thank both Hon. Wangwe and Hon. Duale, especially Hon. Duale, for his clear explanation on what Waqf is and how it works within Islamic law. What I have understood about Waqf is that it is an endowment made by a Muslim to a religious, educational or charitable course. I believe that in Vihiga, Emuhaya and other places in Kenya, we require this law so that such donations are made and it is also provided how they are administered. What is the surety that after such donations are made, they will go for the purposes the donor intended? That is without other persons coming in to own and use them not in the intended way. • 7 Jul 2021 in National Assembly: Thank you, Hon. Speaker. I pick the tone of Hon. Gikaria. I happen to have been a sportsperson. In 1988, I was in the Kenyan national team that went to South Korea. This Petition is good. I agree with a number of things in it including the Paralympics that deal with people who are of that kind of nature. However, when it comes to the bit of schools, it will be very difficult maybe to the Committee that will be looking at this. Temporary Deputy Speaker, for giving me this chance to make very few comments so that other speakers may also comment on the County Governments (Amendment) Bill. I went through it yesterday and what “catched” my eye first is what I will go to. This is in Clause 3 where it is dealing with the qualifications for one to be the chairman of the county public service board. The Bill comes out very clearly to talk about the first requirement to be chairman. view

I thought this is good for a general chairman to be at a level of degree holder. The only comment I had is that these are the same teams of people who are also doubting whether a degree is important for the Members of Parliament or even members of the county assemblies.
