I wish to begin by stating clearly that, as opposed to what was said by the Members who contributed earlier, some of us did not come to Parliament, courtesy of being trade unionists. We must be respected by the other Hon. Members of Parliament. We were elected by the people. When you demean me, then you are demeaning the people of Emuhaya - which is not good. view

Two, there is the believed takeover of KAA by KQ. Therefore, this House should not be gagged from talking about that because it is the cause of that strike. For instance, those who are under the section of trade wings are being paid Kshs7,000, which is way below the minimum wage in Kenya, which stands at Kshs13,000. The workers are forced to sign or be taken over by KQ, which is taking over KAA. Indeed, the NG-CDF has been a very important game-changer as far as development is concerned in the rural areas. Before the NG-CDF came, we did not see development in certain quarters in rural areas.   • 5 Mar 2019 in National Assembly: In fact, today, the NG-CDF is the face of Kenya’s development in so far as education is concerned. Without it, most of our schools, both secondary and primary, would be in very bad state. The NG-CDF has made us to see, for instance, in Emuhaya, that all schools must be in permanent state. We no longer have schools that are clay-made. This is what is also happening in the entire Kenya. So, it gives the face of Kenya in terms of development especially in education and security. view

The existing backlog must be cleared soon so that constituencies can get the money. When I looked at the table annexed to the Report, I noticed that Emuhaya Constituency is supposed to get Kshs109 million, but currently, we have only received Kshs30 million.   • 5 Mar 2019 in National Assembly: The NG-CDF is currently being used to pay fees especially in day schools. With the 100 per cent transition of students from primary to secondary, day schools house more than 72.8 per cent of all the students in secondary schools. This is statistics that has been released by the Ministry of Education. It is, therefore, a fact. Day schools depend on the NG-CDF for facilitation of fees in the form of bursaries.   • 5 Mar 2019 in National Assembly: I ask the Chair of this Committee that we could borrow from what we did with the Government funds going to schools. It was very difficult for Government to send funds to schools through the ministry. Therefore, we went ahead to make a law stipulating that 50 per cent of the money will be disbursed in the first quarter, 30 per cent in the second and 20 per cent will be released in the final quarter.
