These amendments are going to bring chaos in this country. We are doing amendments while we are approaching an election and they are going to bring problems to parties. We need to professionalise all these departments so that when people are assigned duties to perform, they perform as per their profession. When you look at the Director-General for roads, when we are appointing directors, for example, for the Kenya Medical Training College (KMTC), they should be doctors so that people can perform properly according to their professions. The money that was used to build public hospitals and all the other things that we see today was realised through their effort while in public service. We issue regulations in this House and try to follow them strictly, but when we go out there, we hold rallies like it is normal. Sometimes I wonder whether we suspend the Coronavirus when we go for rallies out there and then bring it here when we come back.
