  • 22 Sep 2020 in National Assembly: Hon. Speaker, I need not to remind you that it is Kisumu West and not Kisumu Town West. As we debate this issue, I would like the Members who are listening to know that we need to listen to each other. We should also make sure that His Excellency the President gets the advice that he needs from this House. The electronic version of the Official Hansard Report is for information purposesonly. • 22 Sep 2020 in National Assembly: Before I address that issue, I want to ponder several questions. Since 2015, the Chief Justice has been quite silent on this issue and suddenly, he has come up with this advisory. Is it possible that he could be acting at the behest of certain persons who are not in the House? Is it possible that he is acting on behalf of persons who would like to scuttle the BBI process? Is it possible that he is not acting alone? I brought up these three questions and I want to address this issue now; not just as a ranking Member ... view
  • 23 Jun 2020 in National Assembly: Thank you, Hon. Speaker. I was furnished with a copy of the written response of the Cabinet Secretary. I want to state categorically that this response is most unsatisfactory in the following respects: The SCAC advised the Cabinet Secretary to reappoint the members of the Commission one year before the expiry of their term. He did not act on that advice until the last day when the term was expiring. He was advised even by the Commission Chief Executive Officer himself that the report had been received and they were willing to comply with it. The Cabinet Secretary refused to ... view
  • 23 Jun 2020 in National Assembly: Since the Chair of the Committee has indicated that the process has been started, I cannot stop the process. I am telling the House that the Cabinet Secretary ignored advice. Even if we complete this process, he could expose himself to legal proceedings. view
  • 23 Jun 2020 in National Assembly: Hon. Speaker, the last part of my request was about other statutory bodies under the Cabinet Secretary that he has failed to gazette. He has not given any response on that. I am sure that the Media Complaints Tribunal is not in place up to now. view
  • 9 Jun 2020 in National Assembly: Yes, I did follow from the Lounge, Hon. Speaker. view
  • 9 Jun 2020 in National Assembly: Hon. Speaker, although I was not notified, by luck I was in the Lounge. I have heard the response. I am satisfied. I will follow up the matter with the Chairman and the Cabinet Secretary. Thank you, Hon. Speaker. view
  • 29 Apr 2020 in National Assembly: Thank you, Hon. Deputy Speaker. Hon. Deputy Speaker, pursuant to Standing Order 44 (2) (c), I wish to request for a Statement from the Chairperson of the Departmental Committee on Communication, Information and Innovation, regarding the failure of the Cabinet Secretary of the Ministry of Information, Communications and Technology to gazette members of the Media Commission, after the term of the previous Commission expired on 6th September 2019. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 29 Apr 2020 in National Assembly: Hon. Deputy Speaker, Section 6(1)(c) of the Media Council Act provides that one of the functions of this Commission is to facilitate resolution of disputes between the Government and the media, public and the media and intra-media. The Media Commission created under Section 27 of the Act performs this function. The term of the previous Commission expired on 6th September 2019, pursuant to which the Cabinet Secretary commenced and completed the process of identifying membership of the new commission. It is not clear whether the CS sought the advice of the State Corporation Advisory Committee, but he prepared an appropriate ... view
  • 29 Apr 2020 in National Assembly: Thank you, Hon. Deputy Speaker. Hon. Deputy Speaker, the failure by the CS to gazette the membership of the Commission is an illegality and is incompatible with the Act. It is against this background that I seek a Statement from the Chairperson to address the following: (i) Does the failure by the CS to gazette the membership or to equip this Commission amount to an abrogation of his duties? (ii) Can the Chairperson carry out an audit of other organs that the CS has failed to gazette under his ministry? (iii) What sanctions does the Chairperson intend to take against ... view
