10 Jun 2008 in National Assembly:
Mr. Speaker, Sir, the answer is still wanting! The question was: "What steps is the Ministry taking to encourage the assembly of motorcycles in Kisumu to serve western Kenya?" June 10, 2008 PARLIAMENTARY DEBATES 1089 The answer is so generalised in terms that I am not satisfied!

10 Jun 2008 in National Assembly:
Mr. Speaker, Sir, what steps is the Ministry taking to ensure that Kenya Industrial Estates (KIE) and other micro-finance organisations in Kisumu are given sufficient finances to address the issue of motorcycles in Kisumu and western Kenya generally?

10 Jun 2008 in National Assembly:
Mr. Speaker, Sir, I do agree with the hon. Member for Masinga that the answer given by the Assistant Minister is, indeed, shallow. What the Assistant Minister is saying, in effect, is that NEMA is not sufficiently empowered to deal with this issue. It is not just in Masinga only; this problem is all over the country. NEMA is not capable of dealing with this issue. The Ministry must do something, if NEMA is going to become effective or have teeth.

14 May 2008 in National Assembly:
Thank you, Mr. Deputy Speaker, Sir. I stand to second this Motion with a very heavy heart. This is because successive Parliaments, from 1963 to now, have abdicated their responsibility towards what the Constitution asked them to do. We are debating Section 16(1) of the Constitution. That is a clear principle on which all our laws are based. I wish to read out the Section that we are debating. ...

It will take only one courageous or brave Kenyan to go to the High Court and within one day, he will have an order dissolving this Cabinet!

Thank you, Mr. Deputy Speaker, Sir. My friend, hon. Muthama, is reading the newspaper when I am talking about the size of the Cabinet. He wants it to be bigger!

14 May 2008 in National Assembly:
Thank you, Mr. Deputy Speaker, Sir. I was saying that the Cabinet is illegal. Although we do not wish to throw a spanner into the works, it will take the movement of just one brave Kenyan to go to the High Court and, at the end of the day, he will have an order declaring the present Cabinet of Kenya as contravening Section 16 of the Constitution, and the President will be ordered to dissolve the Cabinet. Mr. Deputy Speaker, Sir, my dear brothers and sisters, honourable Members of this House, it is my humble prayer that you should all ...

23 Apr 2008 in National Assembly:
Mr. Deputy Speaker, Sir, I stand to support the Motion. I think it is long overdue. The kipande has come a long way. When I look around this House, I am sure that the only person who is qualified to tell us about the kipande, from the metallic days to now, is Mr. Michuki. What we are asking to be done is going to call for a lot of legal draftmanship, and that will mean looking very carefully through the Registration of Persons Act, the Immigration Act and the Electoral Commission of Kenya Act, so that all of them are ...
