  • 23 Jul 2008 in National Assembly: Mr. Speaker, Sir, I have reason to believe that this particular Assistant Minister is not sincere in his answer and he does not believe that Kenyans are entitled to access title deeds because--- view
  • 23 Jul 2008 in National Assembly: Mr. Speaker, Sir, could he confirm or deny public reports that he said that no Kenyans are entitled to own title deeds because they were not born with land when they came out of their mothers' wombs? view
  • 23 Jul 2008 in National Assembly: Mr. Speaker, Sir, I asked him to deny or confirm recent public reports where he was quoted as having said that no Kenyan is entitled to own land or to have a title deed because nobody was born with land from their mothers' wombs. view
  • 22 Jul 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. view
  • 17 Jul 2008 in National Assembly: asked the Minister for Transport:- (a) considering that bicycle and motor cycle taxis now provide the single largest means of public transport in Kisumu and parts of Western Kenya, what the Ministry is doing to amend the Traffic Act to accommodate the emerging traffic and human challenges, so that conflicts between riders, passengers, pedestrians, traffic police and motorists are eliminated; and, (b) what plans he has to enact legislation to cater for two and-three-wheeler public transport taxis. view
  • 17 Jul 2008 in National Assembly: Mr. Speaker, Sir, the response of the Minister is a clear indication that the Ministry is behind times. The usage of two-and-three-wheeler means of transport as public taxis has been going on in Kenya since 1995. The reason of requesting the Ministry to consider amending the law is inordinately known. In the circumstances, could he confirm to this House that the amendment to the Act will take place as soon as possible? This should be not later than the end of this year. view
  • 17 Jul 2008 in National Assembly: Mr. Speaker, Sir, the answer demonstrates insensitivity on the part of the Minister to the plight of boda boda and tuk tuk riders. Since the law does not regulate the operation of two-and-three-wheeler means of transport, could he assure the House that the police will not harass the operators and the riders? view
  • 16 Jul 2008 in National Assembly: On a point of order, Mr. Speaker, Sir. The hon. Attorney-General is misleading the House. His answer was that, that charge was withdrawn. It is in the knowledge of everybody who knows a bit of law that charges are never withdrawn by the court. They are either withdrawn by the Attorney-General or the police. view
  • 16 Jul 2008 in National Assembly: asked the Minister for Energy:- (a) whether he is aware that Western Kenya, especially Kisumu, experiences frequent power outages and fluctuations which are caused by the fact that the whole region is served by a paltry 31-kilowatt Amperes (KVA) from the national grid, while the minimum supply ought to be from three lines of 132 KVA each; (b) what steps he is taking to alleviate the situation and to ensure that Kisumu and the other parts of Western Kenya are provided with adequate power supply; and, (c) what other steps the Government is taking to revive the stalled 132-KVA Kisii/Chemosit ... view
  • 16 Jul 2008 in National Assembly: Mr. Speaker, Sir, in a nutshell, the answer given by the Assistant Minister is that supply is low and demand is high. So, the KPLC is straining to supply power when they do not have enough supply. The excuse in the answer that the Kisii-Chemosit Project stalled because of post-election violence is a very lame. This project stalled since 2004, long before the post-election violence. What assurance can the Assistant Minister give to the House that the project for upgrading of transformers will, indeed, be completed within time and that the projects under implementation will also be completed? view
