  • 22 Apr 2008 in National Assembly: Mr. Deputy Speaker, Sir, I have noticed that the Assistant Minister has misled this House in two respects. First, he has told this House that in every constituency, there is a Roads Board. That is clearly wrong. What we have in every constituency is the District Roads Committee. There is only one Roads Board in Kenya. Secondly, he has admitted what the hon. Member has said that in some constituencies there are no roads. The allocation by the Roads Board to each constituency is fixed and equal. What happens to allocations in constituencies where there are no roads? view
  • 22 Apr 2008 in National Assembly: Madam Temporary Deputy Speaker, I stand to support the adoption of these Report, but looking at the litany of omissions and acts of commission set out by Mr. Ethuro in these Report, I am sure similar Reports have been dealt with in this House before. The only problem, and I could go through this over and over again, is the lack of implementation of recommendations of this House. • 15 Apr 2008 in National Assembly: Mr. Deputy Speaker, Sir, those who designed the microphone on this Table did not have me in mind. So, I have to really bend down to reach the microphone but I will try my best. Mr. Deputy Speaker, Sir, on behalf of hon. Midiwo, I would like to give notice of the following Motion--- view
  • 15 Apr 2008 in National Assembly: Mr. Deputy Speaker, Sir, on behalf of hon. Midiwo, I wish to give notice of the following Motion:- THAT, in order to ensure comprehensive protection of the Kenyan consumer; this House do grant leave for the introduction of an Act of Parliament entitled The Consumer Protection Bill to establish consumer protection laws that will contribute towards the improvement of consumer welfare and for matters incidental thereto and connected therewith. view
  • 15 Apr 2008 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I do not wish to appear to contradict your ruling, but if it is not possible to give a ruling on whether or not it is in order for Members of the Cabinet to sit on your left, then make a ruling on whether it is in order for the House to proceed with its Business this afternoon. Mr. Deputy Speaker, Sir, I say so because Standing Order No.172(1) is couched in mandatory terms, and it says:- "All seats in the front benches of the Chamber to the right of Mr. ... view
  • 12 Mar 2008 in National Assembly: Thank you, Mr. Speaker, Sir. I stand to support the Motion to hasten the process of legislation. However, I wish to caution that as we do so, we should indicate what we said before this House concerning the spirit of the amendment so that the spirit of reconciliation can start from the Floor of this House. If Kenya does not see reconciliation starting from here, then we might have difficulty in passing this Bill. I wish to caution that the process of legislation is very grave. We should handle it with the gravity it deserves. We should address these issues ... view
  • 15 Jan 2008 in National Assembly: Mr. Clerk, I see a deliberate move by hon. Members on the other side of the House to stop the election. We must proceed as we have been doing and we have been doing it so orderly. view
