However, in asking my last question, I wish to draw the attention of the Chair to the functions of the Rural Electrification Authority. The functions of the Authority are to:- (a) Manage the Electrification Programme Fund (b) Develop and update the Rural Electrification Masterplan and to source funds for its purposes. His answer is conventional wisdom for alternative traffic congestion. What needs to be done is not to re-route roads. We need to redesign and expand alternative transportation modes. So, in view of all this, when is the Ministry going to implement the ideas that the Assistant Minister has set out before the House? view

I insist that if the idea that the Ministry has is going to see the light of day, then the Assistant Minister must indicate clearly if these ideas are going to be implemented and how soon. Flooding does not occur only in Budalangi, but in all parts of western Kenya. In Nyando and the Tana Delta, floods are an annual event. Why is the Ministry treating floods, which are annual, as if they are emergencies? What is the Ministry doing to make this a permanent project?   • 9 Jul 2008 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. The answer by the Assistant Minister gives the impression that there are no legal mechanisms for enforcing the law. The National Environment Management Act is very clear on what constitutes a criminal offence. If what is happening in Karatina is true, then clearly, an offence is being committed. What is the Ministry doing to ensure that the provisions of the Act are complied with and those who are discharging effluent into the rivers are prosecuted? view

The gist of the first part of the Question was to find out whether the Ministry is encouraging the creation of motorcycle assembly plants, not only in Kisumu City, but in the whole of western Kenya. Mr. Speaker, Sir, the answer given by the Assistant Minister only refers to encouraging importation of either motorcycles or parts for motorcycles to be assembled here in Kenya.
