  • 10 Nov 2011 in National Assembly: Mr. Deputy Speaker, Sir, there must be something wrong with the design and construction of those bridges. The rain that the country is experiencing now in Laisamis and elsewhere, is not so abnormally high that it washes away bridges. In my constituency, there is one bridge that was build in the early 1940s – Aubuson Bridge – and, up to now, it is still intact. What is wrong with the design and construction of our bridges? What will the Ministry do to ensure that those designs can withstand time? view
  • 10 Nov 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. It is only yesterday that a matter appeared on the Order Paper and the Attorney-General was absent. The Chair ruled yesterday that it is time – he is a brilliant lawyer – he learnt that matters on the Order Paper take precedence over other activities and once the matter is on the Order Paper, he should not communicate by correspondence to the Chair. He should come here or delegate another Member of the Front Bench to answer on his behalf. Under these circumstances, would it be in order to ask that ... view
  • 10 Nov 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I am saddened to hear the Assistant Minister lament that he is limited at the Ministry because they are not able to enforce the law and the legal framework is weak. Would it be in order to ask the Assistant Minister that in view of the challenges he has now noticed to move amendments to the Act so that he can have the teeth that he wants? view
  • 9 Nov 2011 in National Assembly: Madam Temporary Deputy Speaker, I beg to ask the Minister of State for Provincial Administration and Internal Security the following Question by Private Notice. view
  • 9 Nov 2011 in National Assembly: (a) Under what circumstances did Mr. Hillary Omondi Guya die while in custody at Kayole Police Station on 30th September, 2011? view
  • 9 Nov 2011 in National Assembly: (b) What action is the Ministry taking to ensure that an independent investigation by police officers from outside Kayole Police Station is conducted, considering that there are contradictions in the statements of witnesses in the Occurrence Book at the police station, alleged treatment at Patanisho Hospital and the post mortem report, which disclosed the cause of death was torture by police officers on duty at the station? view
  • 9 Nov 2011 in National Assembly: Madam Temporary Deputy Speaker, I do appreciate the concern of the Assistant Minister. I gave other information that I think should help him to do that. However, as we wait for the answer on Tuesday afternoon – I request that the Question be answered in the afternoon – I request that the matter be investigated by other police officers not from Kayole Police Station because they are the ones who have been giving false information. view
  • 9 Nov 2011 in National Assembly: Madam Temporary Deputy Speaker, if you agree, we can have the Question on Tuesday afternoon. view
  • 9 Nov 2011 in National Assembly: Mr. Speaker, Sir, the House must applaud the well researched and articulated statement by the Prime Minister. In dealing with matters of discipline, the Public Service Code of Conduct has the following terms: Suspension, interdiction, termination and dismissal, but a new term has come through this House which is “stepping aside”. Is stepping aside a voluntary action by a person suspected, which he can terminate and come back when he wants, or is it something that results from an action by the Government in writing? view
  • 8 Nov 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. As a Member of this House, I owe the House a duty to bring certain facts to the attention of the House, so that this Question is addressed properly. On 2nd December, 2012, the High Court sitting in Nakuru in Petition No.25 of 2011, Kibet Kiplagat and 221 other persons sued the Minister for Lands to obtain injunctive orders to stop the Minister from subdividing the farm known as “Banita Sisal Estates”. The last order issued by the Court reads thus: “A conservatory order be and is hereby issued against the ... view
