5 Mar 2020 in National Assembly:
Hon. Speaker, allow me to commend you for the direction you have given with respect of the security of Hon. Members and the Parliament Buildings. Being a ranking Member of this House, I have noticed increasingly how careless the Members take their own security and that of the buildings of this Parliament. It is important that we take your directions very strongly because at the end of the day, it is the Members themselves who are responsible for their own security. As a ranking Member of the House, I would like to urge all my colleagues in this House to ...

5 Mar 2020 in National Assembly:
Thank you, Hon. Speaker. I am glad I am asking for this Statement in the presence of the Chair of the Committee on Lands, Hon. (Dr.) Rachael Nyamai. Pursuant to Standing Order 44(2)(c), I wish to request for a Statement from the Chairperson of the Departmental Committee on Lands regarding the illegal acquisition and reallocation of a parcel of land, LR.No.332/182, belonging to the National Police Service at Maseno Township in Kisumu West Constituency. For the last seven years since 2013, there have been illegal acquisitions of parcels of land in Maseno belonging to the National Police Service. The said ...

5 Mar 2020 in National Assembly:
Hon. Speaker, it is against this background that I seek a Statement from the Chairperson of the Committee on Lands on the following issues: (i) When was parcel number LR.No.332/182 in Maseno Township, Kisumu West Constituency, allocated to the National Police Service? (ii) Under what circumstances was part of this parcel of land reallocated to private developers, the numbers of new parcels created and the identities of the persons or institutions to whom the reallocation was done? (iii) What steps are being taken by the Ministry to ensure that the parcel of land is reversed back to the National Police ...

4 Mar 2020 in National Assembly:
Hon. Speaker, the BPS came from the Committee and that is what we have before the House. Can the Chairman of the Committee confirm to this House if this amendment is from the Committee or from himself?

4 Mar 2020 in National Assembly:
Hon. Speaker, Hon. Mbadi and Hon. Cheptumo spoke to the substance of the amendment. What I raised was the legality of the amendment. The Report that we are discussing was signed by the Committee. If it is to be amended, the amendment proposed must be by the Committee. I want the Chairman to be honest on this matter. If it is his own amendment and not the Committee’s amendment, then he must withdraw it. But if he insists on going forward with it, I would ask the Chair to rule on the legality of the proposed amendment first.

18 Feb 2020 in National Assembly:
Hon. Speaker, I know it is administrative. What the Member for Nyando has said is the truth but not the whole truth. There are some constituencies like Kisumu West that complied and brought certificates early this month but up to now, they have not received the funds for the second quarter. In fact, this morning, I was talking to the Director of Finance and I asked why. Even for those who have complied, the problem is the Exchequer remittance to the Parliamentary Service Commission (PSC). It is a serious problem. We have staff in our constituencies who are being evicted. ...

10 Feb 2020 in National Assembly:
Thank you, Hon. Speaker. As I pay tribute to His Excellency Daniel arap Moi, I wish to state that a good friend of his in Kisumu County, Retired Major Onduaga passed on just before him. Yesterday in Kisumu, as we were preparing for the burial of this Retired Major, a very well respected elder, the elders instructed me to state categorically that as much as they have respect and honour for the former President, if it were not for the BBI, the tributes on the Floor of this House would not be as flowery as they are. I had a ...

5 Dec 2019 in National Assembly:
Thank you, Hon. Speaker. I stand to seek your direction on the matter that may help us cool temperatures in this House on a matter that may be very obvious to you and to a few of us, but not so obvious to many others. The three arms of Government have ways and means of running their mandates in the best way possible. The Legislature, through the Parliamentary Service Commission (PSC), may commission a study or a report on how best to run the parliamentary mortgage scheme, pensions scheme or Hon. Members welfare. The Judiciary, likewise, may commission a study ...
