Deputy Prime Minister and Minister for Local Government, it appears to me that what is in dispute is clearly an inter-parties issue that can properly be disposed of by the Political Parties Tribunal. view

  • 10 May 2011 in National Assembly: Mr. Speaker, Sir, I wish to thank the Assistant Minister for the answer. We had discussed this issue briefly before we came to the House. Whereas I am happy that action was taken, we must appreciate that power was reconnected to Nyahera/Mkendwa/Kanyakwar Water Project only after I asked this Question. However, the fundamental issue is this: What action is the Assistant Minister taking to ensure that those water service providers are made to be self-sustainable so that power is not disconnected again very soon. view
  • 10 May 2011 in National Assembly: Mr. Speaker, Sir, although power was reconnected, there is a real risk that very soon there will be a disconnection again. This will happen because this water service provider does not involve locals in its management. It is only answerable to Lake Victoria South Water Board, and does not care about the locals at all. If they were aware of what should be done, they would have enlarged the Nyahera borehole, so that there could be more water to supplement the source. Is it in order for the Assistant Minister to discuss about self-sustenance of the projects when he knows very well that one reason why LBDA cannot operate full capacity is because of lack of funding from the Ministry? view
