  • 14 Apr 2011 in National Assembly: Mr. Speaker, Sir, Anderson Estate in Kisumu is one of the oldest estates and houses the staff of the municipality. Arina is similarly one of the oldest and one of the biggest. If there was a real need for the Council to dispose of these two estates, why was it not necessary for the Council to consult the locals, particularly the residents, so that those who are living in these houses are given first priority to purchase them, if they can afford? view
  • 14 Apr 2011 in National Assembly: Mr. Speaker, Sir, the Ministry of Local Government is the custodian of public property held by local authorities. In these circumstances, the Assistant Minister has said that they did not want to sell the houses in these estates to the residents because it would be cumbersome. Is this not a way of denying the local people who are able, but individuals, from buying the properties? This is certainly going to the rich. view
  • 13 Apr 2011 in National Assembly: Mr. Deputy Speaker, Sir, the way the programme was rolled out has been causing problems to Members of Parliament. Senior citizens in Kisumu Rural and Nyando districts have been identified and they are benefiting from this programme. However, in my constituency, nobody is benefiting from it. I feel encouraged when the Assistant Minister says that in the Financial Year 2012/2013, they will roll out the programme to more districts. Could he kindly confirm, therefore, that Kisumu North and Kisumu East districts will also benefit from this programme? view
  • 13 Apr 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I have heard you say that Mr. Kutuny is not here to ask the Question. Mr. Kioni has requested to ask the Question on his behalf. Is it in order for this to be done when, in my view, unless Mr. Kutuny asks the Speaker in writing to delegate this to another Member of Parliament, he would be in breach of the Standing Orders and guilty of misconduct? view

  • 12 Apr 2011 in National Assembly: Mr. Speaker, Sir, the Question by Mr. Waibara was basically why nobody has been charged under the Proceeds of Crime and Anti-Money Laundering Act, Act No.9 of 2009. The answer to this Question by the Assistant Minister is that nobody can be charged with this offence because the Minister for Finance has not gazetted the commencement date. If this Act resulted from a Government Bill, why has the Minister not gazetted the commencement date up to now? view
