On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the Assistant Minister to say that the matter is not as simple as it is being asked when he knows in actual fact that within the police force, there is the crime investigation photographic unit that can take photographs of exhibits so that the exhibits can be released to the owners as the case goes on? Why can this not be done?

On a point of order, Mr. Deputy Speaker, Sir. On two occasions, you have said that this Question appears on the Order Paper again and on two occasions, the Attorney-General has stood to contradict you. Is it in order for him to contradict the Deputy Speaker on two occasions in five minutes?

Mr. Speaker, Sir, the answer is understandable, but there are cases where wild animals have become very sophisticated. Baboons in Akingli Valley, Kisumu, can now open locked doors. What will happen if members of the public decide to kill those animals, instead of them killing human beings?

Mr. Speaker, Sir, my question is that there are cases where wild animals have become very sophisticated, like in Akingli Valley in Kisumu, where baboons can unlock house doors and eat food meant for human beings. What would happen if, in such cases, human beings decided to kill the animals, instead of waiting to be killed by the wild animals?

Mr. Speaker, Sir, in the last part of the hon. Assistant Ministerâs answer, he has said that this officer, instead of appealing, moved to the High Court and filed an application for judicial review in Mombasa High Court. The effect of that would be to quash the decision that dismissed him. If that happens, it means that the order of the High Court would take precedence over the dismissal by the force. Under these circumstances, could the Assistant Minister tell this House the outcome of the judicial review application in the High Court?

On a point of order, Mr. Speaker, Sir. In my question, I was referring to the answer of the hon. Assistant Minister. It is in his answer that he mentioned the issue of judicial review. He should know whether that judicial review application has been determined or not. He should not tell the House that we must await the outcome when we do not know whether it is pending or not.
