On a point of order, Mr. Speaker, Sir. I wish to seek your direction. The subject of hon. Assistant Minsterâs answer will come under a Ministerial Statement that we are waiting for very eagerly. I wonder if it will not be in order for this to come under the Statement to be given by him, so that we can deal with them together without duplicity.

Mr. Speaker, Sir, the efforts of the Government in preserving water towers is appreciated. However, the effect of the action of the Government at this stage will not be felt for several generations to come. As Mt. Kenya ice melts, what action is the Ministry putting in place to ensure that the people surviving on the water from Mt. Kenya will not suffer drought?

Mr. Speaker, Sir, when those suspects are charged in court, most likely the offences for which they will be charged will include being in possession of Government stores or being in possession of firearms without licence. That will not give the country the background about this case. In the recent past, we have heard stories in the country about arming of private militias, particularly in Rift Valley Province. Mr. Speaker, Sir, I beg to ask the Minister of State for Provincial Administration and Internal Security the following Question by Private Notice. (a) What are the circumstances surrounding the fatal shooting of Messrs. Jeremiah Otieno Ochol and Christopher Gathogo on 13th June, 2009? (b) Could the Minister confirm that the two were removed from a Mombasa- bound minibus and shot at point-blank range by police officers at Konza in Machakos? (c) What action has the Government taken to apprehend the suspects? (d) When will the bodies of the victims be released to their next of kin for burial?

Mr. Speaker, Sir, when you look at the circumstances surrounding the case, I think the Assistant Minister was misled by his officers. It was a clear case of execution of the suspects by the police instead of apprehending them to face the law. If that was not so, how come that the postmortem report on Jeremiah Otieno indicated that he was shot from behind and not from the front?

Mr. Speaker, Sir, we must thank the Minister for taking this pro- active action in respect of this plot that was to be grabbed. What is the Ministryâs policy concerning public utility plots which have been so called âallocatedâ? There are so many of such plots in the country.
