  • 20 Feb 2019 in National Assembly: Hon. Speaker, before we go to the next Order, I wish to seek your guidance and direction on a matter that seems to be evolving too fast, namely, proper dressing in the House. In the recent past, we have had religious dressing and some that are not and you have been asked to make rulings on them. In the 10th Parliament, I tried to stretch to the limit the Speaker’s attention on that matter. I was rushing from the High Court and there was no time for me to change. I walked into the Chamber dressed in my collar, flaps, ... view
  • 20 Feb 2019 in National Assembly: Hon. Speaker, I raised two issues in terms of that Standing Order. For men, a collar and a tie. In my view, there is no collar and tie here. view
  • 18 Dec 2018 in National Assembly: Thank you, Hon. Deputy Speaker. First, I will spend a quarter of a minute to applaud the Leader of the Majority Party, St. Paul Duale, for his change of attitude. view
  • 18 Dec 2018 in National Assembly: The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 18 Dec 2018 in National Assembly: Two, I condemn what happened in Kolongolo in Kwanza Constituency. Indeed, the MP for Kwanza, Hon. Ferdinand Wanyonyi, who is here, would not be alive. He could have been shot. He was present when all this was going on. I have the privilege of sitting in JLAC with other distinguished Members. I support this Report. When the nominee was asked, he gave a twelve-point strategy of fighting corruption. One of them was that he would ensure continuous vetting of EACC staff. My view is that he has to urgently carry out a fair and thorough audit of staff based on ... view
  • 18 Dec 2018 in National Assembly: Lastly, I notice that there is a problem with regard to the pace of proceedings. The tiff between His Excellency the President and the Chief Justice and the Chief Justice and the Director of Public Prosecution (DPP) is not helpful for this country. Any criminal trial lawyer here will tell you that many factors go into adjourning cases and that each case must be looked at on its own merits. I think it is time we do not condemn the Judiciary wholesomely, but look at each case individually and find out if the decisions of the courts were correct or ... view
  • 18 Dec 2018 in National Assembly: Thank you, Hon. Deputy Speaker. I support. view
  • 4 Dec 2018 in National Assembly: Hon. Speaker, I was quite concerned with the remarks by Hon. Barasa because apart from the fact that he appears not to understand what you have now explained to him, the other fact is he appears to be under the impression that there are committees of this House that do not act the way they should. I know as a fact that the Committee on Delegated Legislation and the Committee on Justice and Legal Affairs do not have any pending petitions and they should be commended for this. However, he is creating the wrong impression that all the committees do ... view
  • 29 Nov 2018 in National Assembly: Thank you, Hon. Speaker. I appreciate it. I rise to ask Question No.257 of 2018 to the Cabinet Secretary for Lands and Physical Planning. (a) When was the parcel of land, Land Reference No.332/182 in Maseno Township of Kisumu County allocated to the Administration Police? (b) Under what circumstances was part of this parcel reallocated to private developers and new parcels of land created? Could the Cabinet Secretary provide identities of the persons or institutions that benefited from the reallocation? (c) What steps has the Ministry or the National Land Commission taken to ensure that the parcel of land reverts ... view
  • 28 Nov 2018 in National Assembly: Hon. Speaker, I am sorry, that was when Hon. Kaluma was on his feet and I forgot to remove the intervention. view
