Mr. Speaker, Sir, this is a fundamental point of order. It relates to an issue that was raised by my very good friend, Mr. Mungatana, which the Prime Minister has thought wise not to respond to. I think it is very fundamental. Mr. Mungatana raised the issue that the Rt. hon. Prime Minister has been absent consistently from the House and that he owes the House an apology. Mr. Speaker, Sir, in the past, the Director of Pensions has been treating retirees as beggars when they go for their benefits. One of the problems has been that retirees have not been able to access their pensions in a way that can help them to access credit like other people. In the last Budget proposals, the Deputy Prime Minister and Minister for Finance gave an opportunity to retirees and pensioners to use what is available to them as security. Mr. Speaker, Sir, the reason why the operations of this Fund are so opaque is because the Ministry does not disclose to the public how much money goes to which areas in this Republic. As a result, the money disbursed by the Ministry is mixed with the money from finance institutions like Maasai cattle. So, we do not know which money belongs to whom. They charge the interest that they want. What will the Minister do to ensure that the money disbursed by the Ministry is treated distinctly from the money belonging to the finance institutions? Mr. Deputy Speaker, Sir, I beg to ask the Minister of State for Provincial Administration and Internal Security the following Question by Private Notice. (a) Is the Minister aware that between May 2006 and 2nd June 2009, there have been ritual murders of members of the family of Agingu of Nyahera Sub-location, in Kisumu East District in which Mr. Aloo Oremo, Ms. Rosa Agingu, Ms. Sela Odenyo and Ms. Esther Akinyi Odenyo were either beheaded and/or their private parts chopped off or skulls skinned. (b) What action have the Police taken to apprehend suspects and end this state of insecurity?

Mr. Deputy Speaker, Sir, you heard the hon. Assistant Minister state that these murders are normal murders. A murder cannot be a normal thing. Secondly, you notice that in a period of about 18 months, four persons have been murdered in one small part of Nyahera sub-location. If you look at the circumstances in one, the arm is chopped off and goes missing. In another the head is severed. In other, the skull is skinned. In all these cases, he says these are normal murders.
