  • 14 May 2009 in National Assembly: Mr. Deputy Speaker, Sir, considering the seriousness of the issue, this answer is totally inadequate. That project has been in the books since 1992. Right now, the Government Chemist Department is housed in a small tin building at the Vector- Borne Disease offices in Kisumu. I seek a Ministerial Statement from the Minister for Youth Affairs and Sports in relation to the Sports Fund, so that her statement can address the following issues:- (i) In this year’s Budget, this House approved a sum of Kshs1 million for each constituency to be utilized in accordance with the guidelines issued by the Ministry for the purposes of promoting sports, especially football in the constituencies. The actual amount that has been disbursed by the Ministry to the constituencies is actually Kshs771,000 and not Kshs1 million. What are the reasons for the reduction of ... view
  • 13 May 2009 in National Assembly: Mr. Deputy Speaker, Sir, the issue raised by Mr. Ruteere is not just applicable to North Imenti Constituency alone. It applies all over the country. The approach of the Ministry in controlling illicit brews will never work. The British tried it, but they failed. This Government tried it, but it has failed. Could the Assistant Minister tell the House what steps are being taken to control and regulate the production and consumption of traditional brews? They should not become illicit drinks. view

  • 30 Apr 2009 in National Assembly: Mr. Deputy Speaker, Sir, I have just come from the High Court and the way I am dressed is good enough for the High Court. I have read the Standing Orders and I know that there is no rule against this mode of dressing. I do not want to dispute your ruling but I believe that I am properly dressed. view
