  • 28 Jan 2009 in National Assembly: Mr. Speaker, Sir, the law is not made to serve the interests of other persons apart from the citizens. If there is need for the law to be amended to define young as people aged 18 years and not any other age, it should be done. If there is going to be a contradiction in that amendment, then the Assistant Minister should say that he needs to have an inter-ministerial committee to look at how the law can be amended so that the legislation can incorporate the young because there is no doubt that the youth nowadays mature much earlier ... view
  • 27 Jan 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. I notice that hon. Kiunjuri is in the House in open shoes. He appears to be having a bandage on his big toe, but he has no bandage on his neck. He appears to be inappropriately dressed. Is he in order? view
  • 27 Jan 2009 in National Assembly: On a point of order, Mr. Speaker, Sir. One does not need to be a lawyer to understand what the Assistant Minister needs to answer. However, the dispute he has read out seems to be civil in nature. Part "b" of the Question relates to a criminal arrest and prosecution. These two are completely distinct. view
  • 22 Jan 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, whereas we appreciate the efforts of the Minister in streamlining the operations of her Ministry, her answer fails to get to the heart of the Question. She has said that the Ministry has engaged in short-term measures. For purposes of long-term measures, the Ministry has simply engaged the services of potential donors. What is she doing to solve this problem? This is important because the problem is not only in Nyatike Constituency. This applies to all the constituencies around Lake Victoria, including Kisumu Town Ja nuary 22, 2009 PARLIAMENTAR Y DEBATES view

  • 16 Dec 2008 in National Assembly: Mr. Speaker, Sir, the KWS is gaining from the animals under its jurisdiction, and Cap.376 needs to be overhauled. What is the Ministry doing to fast-track the overhaul of that Act which is an impediment? view
  • 16 Dec 2008 in National Assembly: Mr. Speaker, Sir, the hon. Minister said that he wants Cabinet approval for this. However, as far as I know, the code of regulations provides for hardship allowance to be paid to workers in certain areas. This is governed, specifically, by Regulation J7(i), which says that a hardship area will from time to time be designated. Does he really have to get Cabinet approval for this? view
