16 Aug 2016 in National Assembly:
The Kenya Government has for a long time looked forward to achieving direct flights to the US. As we debate this Bill, we should look at how best the Civil Aviation Federation of the US and the KAA can work together to fast-track the process of direct flights between the US and Kenya.

10 Aug 2016 in National Assembly:
Thank you, Hon. Speaker. I am glad that you seem to realise that if this Petition was to go the way it is going, we could be setting a very dangerous precedent. I agree with that. However, I sympathise with my colleague and learned brother, Hon. Irungu Kang’ata. If the matter was in court and has been withdrawn, it would have been prudent to bring the Petition together with a notice of court withdrawal of that suit so that as Members of this Honourable House look at that Petition, we are sure about what we are doing. Indeed, this path ...

21 Jul 2016 in National Assembly:
Thank you, Hon. Speaker. I welcome your Communication in respect of firearms in the House. My intervention to that is that many Members in this House and the Senate are licensed firearm holders. From my experience, many Members do not know how to handle firearms and keep them safe. Lately, we have had experiences at the airport in Kisumu when some Members were surrendering their firearms for safe custody before they board. A Member’s firearm has gone off by mistake on two occasions as he was surrendering it for safe keeping before boarding. I have noticed a Member’s firearm left ...

21 Jul 2016 in National Assembly:
Hon. Speaker, I want to support this Procedural Motion and say that at least finally wisdom and maturity is demonstrated. I must say that what the country is dealing with is a conflict situation. In a conflict situation as this one, you need men and women who have skills in conflict resolution. Previously, we did not appear to have that. In fact, I was toiling with the idea that we should insert a rule that before you are elected for any post in this country you should demonstrate skills in conflict resolution first before you are elected. Even if we ...

20 Jul 2016 in National Assembly:
Thank you, Hon. Temporary Deputy Speaker. On behalf of the Chairman of the Departmental Committee on Justice and Legal Affairs, the Committee in which I have the privilege of serving, I beg to move that the County Assemblies Powers and Privileges Bill (Senate Bill No.14 of 2014) be now read a Second Time. The Departmental Committee on Justice and Legal Affairs has spent a lot of time looking at how we could actualise the provisions of Article 196(3) of the Constitution. This is the Article that gives the National Assembly the power to enact legislation and actualise that Article so ...

20 Jul 2016 in National Assembly:
enforce proper conduct in the assemblies without referring to either the Speaker of the assembly or anybody else. Part V of the Bill gives the county assemblies the power to summon witnesses. Clause 18(1) of the Bill reads as follows:- “A county assembly or its committees may invite or summon any person to appear before it for the purposes of giving evidence or providing any information, paper, book, record or document in the possession of that person and in this respect a county assembly and its committees shall have the same powers as the High Court as specified under Article ...

20 Jul 2016 in National Assembly:
By and large, this Bill is meant not just for the National Assembly to actualise the provisions of the Constitution but it is also meant to streamline the operations of the chambers in the county assemblies. It is important as it is going to let our county assemblies become true instruments of invocation and implementation of county governments. With those few remarks, I beg to move and ask the Leader of the Minority Chief Whip to kindly second the Bill.

6 Jul 2016 in National Assembly:
Thank you, Hon. Temporary Deputy Speaker. I noted that the Mover of the Motion, Hon. Rose Nyamunga, and the seconder, Hon. (Ms.) Ngetich, said they were very passionate about what they were talking about. I am equally passionate about this Motion. My colleagues have talked about fishing in general. I support what they have said. I do not want to repeat it. However, each time a Member would speak about the fishing industry and how it is being killed and about the importation of fish from China, I would get so angry because I see livelihoods of millions of Kenyans ...
