  • 29 Jun 2021 in National Assembly: Hon. Speaker, pursuant to Standing Order No. 44(2)(c), I wish to request for a Statement from the Chairperson of the Departmental Committee on Transport, Public Works and Housing regarding failure by the Kenya Railways Corporation to engage casual labourers in the rehabilitation and reconstruction of the Kisumu– Butere railway route and the Kisumu-Lela railway section. In the ongoing rehabilitation and reconstruction of the Kenya Railways network, the corporation has been engaging the services of the National Youth Service (NYS) to complement other professionals in undertaking casual and unskilled services. The cadre of unskilled labour is recruited from the local areas ... view
  • 15 Jun 2021 in National Assembly: Thank you, Hon. Speaker. I want to go back in history a little bit. Hon. Chachu Ganya, Hon. Duale, Hon. Kimunya and Hon. Mbadi were in the 10th Parliament when we were debating this. It was very controversial then, but we all agreed to have this in the law. At that time, there were Members of this House in the Cabinet who did not have degrees. There were some who were backbenchers like us but were very close to State House. Like Hon. Mbadi has said they were not aware we were discussing it. But when they realised it had ... view
  • 9 Jun 2021 in National Assembly: Thank you, Hon. Speaker. I wanted to alert the House about the Petition by the two brilliant lawyers that I want to support. Before I do that, allow me to comment on the issue raised by Hon. Sankok. If there is anybody in this House or outside that is encompassing the issue of that impeachment that Hon. Sankok was talking about, I would quote Miguna’s words “bring it on baby, bring it on.” I would like the House to understand where you have come from in so far as this legal society is concerned. I am proud to be a ... view
  • 8 Jun 2021 in National Assembly: Thank you, Hon. Speaker. I rise to ask Question No.047/2021 directed to the CS, Ministry of Transport, Infrastructure, Housing, Urban Development and Public Works: (i) When will the National Land Commission remit the agreed compensation of approximately Kshs314 million to persons who were displaced in 2015 to pave way for the construction of the Kisumu Northern Bypass in Kogony Sub Location? (ii) Could the Cabinet Secretary explain why both the National Land Commission and the Kenya National Highways Authority have failed to act on the complaints of the displaced persons despite several interventions by various institutions including the Office of ... view
  • 19 May 2021 in National Assembly: Hon. Deputy Speaker, there is a matter that I want the House to take notice of - how committees of this House can draw the line between vetting and interviewing. It is important. I am a proud Member of this Committee. The way we did it is what Hon. T.J. Kajwang’ has told you. Other committees of this House need to know how we did it and draw the line. view
  • 19 May 2021 in National Assembly: Secondly, Martha Koome’s professional and career exposure could have made her a better person to be a Chief Justice. A Member of this House has just mentioned it. In those days, in the 1990s, and not the 1980s as she has said, I had a chance to work with Hon. Martha Koome in the Council of the Law Society of Kenya at a time when we were fighting for multi-party democracy in Kenya. At that time, a lawyer who risked doing that would be risking his or her practice or even personal safety and security. In the LSK Council then, ... view

  • 30 Mar 2021 in National Assembly: Thank you, Hon. Speaker. I wish to comment on the Petition by Hon. Injendi Malulu, on the execution of judgments against the Government. The matter will come before our committee on justice and legal affairs and I will have the chance to have a look at it, but I think the House needs to appreciate that the hurdle against the Attorney-General discharging judgments is not that he does not wish to pay. It is because of the Government Proceedings Act. That Act prohibits any execution proceedings against the Government. In the 10th Parliament, we brought a proposed amendment to that ... view
  • 30 Mar 2021 in National Assembly: would have to consult the Cabinet. The matter died at that stage, but I think now that this Petition is coming before the committee, the time is ripe for us to review and see how best we can amend the Government Proceedings Act in a way that Kenyans can be served properly by the law. If the Act remains the way it is, there is nothing the Attorney-General can do about it. Thank you Hon. Speaker. view
  • 23 Mar 2021 in National Assembly: Hon. Speaker, I have instruction from the Member for Teso North, Hon. Oku Kaunya, to ask this Question on his behalf. This Question was raised in the last Session but it lapsed and he has revived it. It is Question No.078/2021, directed to the Cabinet Secretary for Transport, Infrastructure, Housing, Urban Development and Public Works: (i) What plans does the Ministry have to introduce parking lanes on Road A104 (The Northern Corridor Road at Malaba Area), which connects Kenya to Uganda, Rwanda, Burundi, South Sudan and Eastern DRC in view of the challenges currently experienced by motorists who use the ... view
