Thank you, hon. Speaker, Sir. I rise to seek your direction. I want to say that I have the privilege of serving in the Departmental Committee on Justice and Legal Affairs. In our last meeting, in which the report was to be adopted, I do recall that hon. Baiya, hon. Nyokabi and myself indicated that we were dissenting to that report and the Chairman understood that and said: “Yes, you have the liberty to do that.” But I have noticed that the report fails to satisfy what is set out in Standing Order No.196(4) which says:- “Where a vote on ...

I have seen the report. Apart from indicating that hon. Baiya and I dissented, the Members who abstained or those who supported the report are not indicated. That is the discretion of the Chairman. Under these circumstances, I want to seek your direction on whether this report in its form is proper and can be debated by the House or it should be referred back.

Hon. Speaker, before we go to the next Order, last Wednesday, hon. Oyoo raised an issue about the murder of one Naman Nabira at the border of Kisumu and Nandi counties – a murder that has brought tension in the border area. The Chairman of the Departmental Committee on Administration and National Security had indicated that they would give the Statement within one week, which falls today. I was expecting that he or somebody else would issue the Statement.

Thank you, hon. Deputy Speaker. In terms of Standing Order No.44(2)(c ), I request for a Statement from the Chairperson of the Departmental Committee on Education, Research and Technology concerning disbursement of the subsidized youth polytechnic tuition (SYPT) by the national Government, to youth polytechnics in the country. In 2006, the Cabinet appreciated the need to empower the youth and create employment by providing them with access to technical education and training at subsidized rates. They subsidized tuition to polytechnics at the rate of Kshs15,000 per student per year; those students who are dully registered at the youth polytechnics. The ...

Hon. Deputy Speaker, the Chairperson should inquire into and report on how many public youth polytechnics are registered with the relevant Ministry and how many students are enrolled in these institutions; two, why the Government has failed to disburse SYPT to some or to all these institutions; how the failure to disburse these funds has affected operations of these institutions; and lastly, what urgent steps the Government is taking to resume payment of SYPT to these institutions.
