Mr. Speaker, Sir, you heard the Assistant Minister say that the owners of these lands are going to be identified. That should imply that the land in this area is not registered under any of the land Acts. Therefore, that would be Trust Land. Is it in order for the Assistant Minister not to indicate to the House the formula for compensation valuation?

Mr. Speaker, Sir, the Ministry of Fisheries Development needs to widen its thinking about the creation of proper fish farming in this country. Too much emphasis is being laid on fish ponds while in areas surrounding large water masses like Mombasa, Kisumu, Naivasha and Turkana, it would be more cost effective to have fish cages. What is the Ministry doing to ensure that this is done so that we can spend less and produce more?

Mr. Speaker, Sir, this is a very serious matter and I think the issue of parties or partisanship should not be involved. I agree and I support Dr. Eseli’s proposition that the two Committees sit together but I want to caution the House that it should not appear that hon. Members are imposing terms on the IEBC. Their mandate is constitutional and independent. I need to draw your attention to Standing Order No.178 because the CIOC is constitutional. Mr. Speaker, Sir, the cost of each of these projects, Ojola Dispensary in Kisumu included, was originally meant to be Kshs25 million. It was then scaled down to Kshs20 million so that the extra Kshs5 million could be used to purchase equipment for the health centres. Can the Assistant Minister confirm to the House that, indeed, Kshs5 million is kept aside and that the equipment is at KEMSA awaiting distribution so that the issue of money being returned to the Treasury does not arise?

Mr. Speaker, Sir, each of the constituencies in the Republic had an Economic Stimulus Programme component and the Ministry had to ensure that these markets were completed. This matter touches on nearly all Members of Parliament. Would it be in order to ask that questions on this matter be postponed until sometime next week to enable us go through this report more thoroughly, so that we can all contribute?

Mr. Speaker, Sir, as I listened to the answers by the hon. Minister, I thought the Ministry was handling these companies with a velvet glove. Allow me, being the hon. Minister’s senior in our learned profession, to remind him of three concepts in taxation and corporate law, which he does not appear to have addressed his mind to. On a point of order, Mr. Temporary Deputy Speaker, Sir. I can see that the Assistant Minister is getting vexed that this issue be taken to another Ministry. This is not the first time that the Ministry of Education has demonstrated inability to deal with the issues of teachers falling under it. This is just one example. The other example is the inability of the Ministry to deal with the issue of enhancing house allowance for teachers in the municipalities of Kisumu and Mombasa as it appears in the new Act.
