Mr. Speaker, Sir, the earning scheme for prisoners is set under prison regulations, and as far as I know the regulations were passed in 1963 setting the rate for most prisoners at 30 cents per day. That is the concern that is raised in this Question. But most importantly, what the Assistant Minister has not addressed is constitutional, and that is the right to conjugal rights as the Bill of Rights for the prisoners. I am dismayed that the hon. Mr. Speaker, Sir, the issue of the rights of a prisoner should be taken very seriously. There was a time in the history of this country when the Minister for Home Affairs when asked about providing basic sleeping materials in prison told this House that prisons are not hotels. Within a few months he was a guest in prison. That is when he realized that the problem is serious and that these matters should be listened to. I do not wish to say that the hon. Mr. Speaker, Sir, I have listened to the answer by the Minister very carefully. It is not true that all insurance companies exclude children with congenital needs and other special needs. Companies like the APA Insurance Limited, Jubilee Insurance Limited, and Re-Insurance Company Limited discriminate against children with such needs and say that they will not cover them. However, there are other insurance companies which will cover these types of conditions, but at very high premiums, and it becomes impossible for parents of children with such conditions to insure them. Mr. Speaker, Sir, the residents of these three areas that used the water supplies namely Maseno-Kombewa, Kisumu Rural, Nyahera, Mukendwa and Kanyakwar have suffered for years. I am glad that at least the contract of Gulf Water Company will not be renewed. Mr. Speaker, Sir, it is gratifying to note that water Services for Nyahera, Mukendwa, Kanyakwar and Kisumu Rural will be handed over to KIWASCO. KIWASCO has proved that it is worth and it can do the job. So far there is sufficient water in Kisumu Town but KIWASCO is not able to pump water up the hills of Kiboswa, Nyahera and other places. What has the Ministry done to ensure that when this contract with KIWASCO is signed they will be enabled to provide water up to the hill?

Mr. Deputy Speaker, Sir, you have heard the Assistant Minister addressing this House implying that the Government cannot be involved in the racket. But it is common knowledge that in mid 1970s the famous Chepkube smuggling racket involved civil servants and public officers. In these circumstances, could the Assistant Minister confirm to the House that, indeed, he has done investigations and exonerated the DC who is being talked about?

On a point of order, Mr. Deputy Speaker, Sir. I am dismayed by the attitude of the Assistant Minister in view of the seriousness of this matter. You have heard from Mr. Kombo, Dr. Eseli and Mr. Kapondi stating very clearly the facts which they know as Members of this House. If the facts they are telling the House are in contradiction to what he is saying would it be in order to order him to go back and come with a proper answer?
