  • 23 Nov 2011 in National Assembly: Mr. Speaker, Sir, from the Assistant Minister’s answer, it is clear that this victim identified at least two of his attackers; at least there was direct evidence in form of identification by voice. Identification of voice is acceptable in criminal proceedings. Has this suspect been arrested and charged based on that direct evidence? view
  • 23 Nov 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. If there is direct evidence which the Asisstant Minister is not denying, and the incident complained about took place on 11th November, 2011, is it in order for the Assistant Minister to say that they are still zeroing in on this suspect when more than two weeks have elapsed? view
  • 23 Nov 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. The issues raised in this Question are very fundamental, and touch on the Bill of Rights. You heard the Assitant Minister say that some youths were arrested and taken to court, where they were convicted and fined. Was he in order for him to say so without disclosing what offence these youths were charged with? view
  • 23 Nov 2011 in National Assembly: On a point of information, Mr. Speaker, Sir. view
  • 23 Nov 2011 in National Assembly: Mr. Speaker, Sir, I wish to inform the hon. Assistant Minister that loitering is no longer a criminal offense under the Laws of Kenya and specifically Article 39 of the Constitution which states as follows:- “Every person has the right to freedom of movement” That freedom of movement can only be curtailed under Article 58. So, it is no longer an offense. view
  • 23 Nov 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. The demolitions that we witnessed around Jomo Kenyatta International Airport (JKIA) and Moi Air Force Base have sent very frightening signals to the people and--- view
  • 23 Nov 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. I rise on a fairly grave issue that I would wish that the Chair makes a ruling on. As the Chair ordered Mr. Mbuvi out of the Chamber, he literally undressed himself as he was--- view
  • 17 Nov 2011 in National Assembly: Mr. Speaker, Sir, I have listened to the answer by the Assistant Minister and I feel dismayed. He has said that for professional courses, we should leave it to the boards to intervene when things go wrong. There are universities in Kenya that are now introducing faculties that offer professional courses like medicine and law. The students are taught by non-doctors and non-lawyers. What action are you taking to ensure that, that does not happen? view
  • 17 Nov 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. You have heard the Assistant Minister say that they are leaving the issue of those courses to the professional bodies to sort of intervene and inspect. What is the role of the Commission for Higher Education? Is it in order for him to talk like that without disclosing the role the Commission for Higher Education? view
  • 17 Nov 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. Mr. Ojode cannot get away with this so lightly. The answer he has given Dr. Eseli reads as follows:- “The police have stepped up a crackdown on boda boda operators operating beyond 8.30 p.m.” Is it in order for him to impose something that is unlawful and he is not sorry about it? view
