We need to understand their backgrounds in terms of their schooling levels, experience of what they have done in their life and recruit them accordingly. They are important people in the sense that where Nyumba Kumi Initiative is working, we have security, order and people progress in development. The mechanism should basically be for identification and positioning these people and recognising them in terms of remuneration. We need to also motivate them so that they can continue working well. We need some standards as well. Without a mechanism, we may not have the standards for remunerating these people. Today, they may be treated through skewed standards and some of the elders are involved in recruitment. Temporary Deputy Speaker, for the opportunity to contribute to the adoption of the Report on the Budget Policy Statement and the Medium Term Debt Management Strategy by the Committee.   • 27 Feb 2019 in National Assembly: I stand from a point of investment. We cannot have growth of GDP without growth in revenues. Growth in revenue is stimulated by growth in investment. If we have no investment then we might not have revenue growth. The relationship is such that if we have no reserves then we might not have investments. Lack of budget surplus means that we may not have revenue to invest or have investment resources. Therefore, we may not have growth of the GDP. view

I would like to point out a few issues that were raised on this particular report.
