  • 20 Apr 2016 in National Assembly: Hon. Temporary Deputy Chairlady, I would oppose these further amendments because they will bring conflict. If you look at the Committee proposals, there are a lot of definitions there. I believe they adequately cover issues that we may want to deal with here. So, introducing more amendments may bring confusion to the terminologies. I oppose. view
  • 10 Feb 2016 in National Assembly: Thank you, Hon. Speaker. I also rise to support this Bill. Being my first speech in this Session, I would wish you, Hon. Speaker and my colleagues, a prosperous 2016 and a very busy one for that matter. The enactment of this Bill will definitely empower the people’s representative; that is Parliament, especially the National Assembly and the Senate, to oversee the utilisation of resources for the benefit of the people of this country. We say that: “Resources are not, they become”. Unless we, the people’s representative are more involved in the ratification of some of these arrangements or agreements ... view
  • 10 Feb 2016 in National Assembly: We have also had cases of the public demonstrating against some of the companies that have been given authority to exploit geothermal energy in the Kinangop area of Nakuru and Nyandarua counties. We have also had demonstrations about the exploitation of wind power in this country. Although wind power is not listed as part of the resources that are supposed to be ratified, I personally intend to bring an amendment to this Bill to include the exploitation of wind energy because wind power is one of the resources if exploited can greatly impact on our economy. The manner in which ... view
  • 10 Feb 2016 in National Assembly: Hon. Speaker, it is prudent for Parliament to be involved and debate proposals for de- gazettement of forests. This will enable our constituents get title deeds and entitlement in order to stop depletion of forest cover in this country. I support this Bill and promise that I will be bringing amendments as we go to the Third Reading. view

  • 2 Dec 2015 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. In as much as this is conforming to the system requirement, maybe that is why we have a lot of problems with IFMIS. If we are going to have our funds under the control of the fund account manager and just one other committee member, then the fund is at a risky position. I oppose this amendment. • 24 Nov 2015 in National Assembly: Thank you, Hon. Deputy Speaker. I rise to support the Physical Planning Bill. This Bill is envisaged to bring more order to the spatial growth of the country. To the extent that the Bill gives us a framework for development of the spatial plan for the country, it is very progressive. Our country has developed without any planning of the cities. We need to ensure that rural management does not continue to be the nightmare that it is today. All that you need to do when planning for a town is to decide how to sub-divide the land. The Bill ... view
  • 17 Jun 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I also rise to support this Report as a member of this Committee. As has been said, the Committee on Implementation is tasked to ensure that this House does not legislate or debate in vain and, for that reason, ensure that the Executive honours its pledges and implements all the resolutions that are made, including all the enactments that are made on the Floor of this House. I used to hear people say that Kenya should become taifa tekelezi - a country that implements. We should not just come up with very nice papers ... view
