  • 28 Aug 2014 in National Assembly: The Government has provided some opportunities, which this House has helped to put through. Examples are the Standard Gauge Railway, the pipeline projects that are likely to start soon, telecommunications and the energy sector projects. It is time for us to give the Kenyan people an opportunity to be involved in these projects. We cannot have a situation where foreigners come into this country, because they have heard that we are pressing for local content, register companies and call them local. I believe that the local content is about our people being involved in the development of this country and ... view
  • 28 Aug 2014 in National Assembly: Even as we go through the many tasks that we have in this House--- I have come across some amazing revelation related to some audit reports that come to this House. I believe all of us, as leaders, it is important that we read these audit reports, because they raise some of the issues that really hurt the progress of this nation. We have seen audit reports where projects cost twice or three actual cost. This is not acceptable because this country needs to use its resources properly and make sure that we spread out services to all corners of ... view

  • 6 Aug 2014 in National Assembly: Hon. Temporary Deputy Speaker, thank you very much for giving me the opportunity. As an engineer, I would hate to repeat myself. I rise to support the proposed amendment. I would like to go straight to the Kenya Airport Authority. It is about time that we developed capacity for the organization so that it can be able to deal with the very big load of expanding our airports. That Authority will make Kenya to have the biggest hub in this region. The electronic version of the Official Hansard Report is for information purposesonly. • 6 Aug 2014 in National Assembly: As you know, KAA has even a green field project to the tune of, maybe, Kshs55 billion and yet, it has only three directors. It is just fair that they can have enough people to advise them, so that they can execute their responsibilities properly. On the Kenya Civil Aviation Authority, we need to create capacity. We need to empower them financially, particularly to enable them to develop capacity for integrity inspections to ensure that our civil aviation is as competitive as any other in the world. On NHIF, it is about time that we thought about an ordinary Kenyan; ... view
  • 24 Jun 2014 in National Assembly: Thank you hon. Speaker. I would like to support this Report. I had the opportunity of sitting in the Joint Committee that addressed the need for a Standard Gauge Railway. Standard Gauge Railway has been referred to several times, The electronic version of the Official Hansard Report is for information purposesonly. • 24 Jun 2014 in National Assembly: but I would like to say that the Standard Gauge Railway which has a width of 1,435 milimetres is much wider than the current railway of 1,000 milimetres that is currently being operated in Kenya. The advantage to that railway system is that it opens this country to acquiring standard equipment like locomotives, wagons and coaches which are much cheaper than the ones that we are able to source for the one meter gauge. We have issues that are of concern to that railway. One is the connectivity to Mombasa Island, Kilindini and to Nairobi. I believe that once the ... view
  • 24 Jun 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I rise to support this Bill. I am particularly happy that this country has started looking at this framework, mostly to address the issue of diversity and specialization. It is high time that we realized that this country belongs to the global world, where skills are either obtained in the country or across our borders. One of the biggest challenges in this part of the world is that we have a lot of people who go out for training, but when they come back they are disadvantaged because the certificates they obtained from other ... view
  • 24 Jun 2014 in National Assembly: has various qualifications and certification schemes around the world and it has been difficult for people trained in the country to be recognized by other countries. We have found it unfair that those countries refuse to acknowledge the certification obtained in this country. The certification scheme under the ISO9712 has been approved all over the world. I am particularly saying this to European and American qualification certification schemes of the non-destructive testing experts. This has made it not possible for even our people to engage in testing for integrity for our aircraft which we buy from the USA because they ... view
