  • 25 Jun 2013 in National Assembly: Hon. Deputy Speaker, as I finish, I think it is important for us to know the speed at which the current Rift Valley Railways (RVR) is running our railway wagons. They are running at 10 kilometres per hour. When they took over the KR, the wagons used to run at an average of 80 kilometres per hour. The KR used to transport 1.5 million tonnes of goods. Today, it transports less than a million tonnes of goods. This is not acceptable to us, if we are to attain Vision 2030. So, I believe we need new blood in the leadership, ... view

  • 4 Jun 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me the opportunity to contribute to this Motion. I rise to support it. First, I would like to share with hon. Members an experience I had about a month ago. I called the NCPB because the people of Limuru wanted to know if they could have a fertilizers distribution centre because it was difficult for them to access the agricultural input from Industrial Area. It is not easy for small-scale farmers who cannot afford lorry- loads of fertilizers but who would want to access it in quantities they can afford. I believe ... view
  • 4 Jun 2013 in National Assembly: Hon. Temporary Deputy Speaker, there is a recommendation which I support of establishing a fertilizer plant in this country. It is possible but as a nation we need to be serious. This subject has been discussed for a long time but I can also say this: For this country to solve its food problem, we need to be serious. We need to be serious by making sure that we can establish this plant. We can identify an area where we can locate this plant. We should provide services that are required to enable an investor to put money into this ... view
  • 4 Jun 2013 in National Assembly: So, I support this Motion but I also want to call upon this nation that we cannot say that we will rely on the use of fertilizer just because we have heard it is necessary. I believe there is also scope for us to explore other areas where we can grow food without necessarily using fertilizers because there is also room for that. However, where we need fertilizer, I think we need to make sure that we establish an organ that can facilitate efficient distribution of this commodity. view
  • 4 Jun 2013 in National Assembly: Hon. Deputy Speaker, I want to thank Hon. Wamalwa for providing us with the information and I think he has done a bit of research on this. I want to say that these are the Motions that should be brought here, Motions that must address the needs of our people and clearly state that this country needs to feed itself. As we are feeding ourselves, we need to put money in research and development. We know we have institutions like KARI which are mandated to do research. They should also come in and contribute so that farmers benefit from the ... view

  • 8 May 2013 in National Assembly: Hon. Temporary Deputy Speaker, I rise to support this Motion. It is true that the Jubilee Government promised that they would give more resources to the counties. In actual fact they have allocated more than the requisite 15 per cent, that is 32 per cent. It is important for us to ask ourselves some questions: Are the counties ready in terms of human capacity to enable them execute their obligations to mwananchi ? My view is that it is important for the devolved governments to be supported, so that they have the right capacity to do what they must do. ... view
