I will appeal to the Members to consider approving that proposal to help Turkana people get their first university. In conclusion, I cannot end without saying that this Budget must ensure that people in the rural areas benefit.   • 22 Mar 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I would like to join my colleagues who have commented on the Presidential Address. There is a saying in Kiswahili that goes “Mgema muuwe lakini haki mpe.” I want to applaud the President for his Address in which he stated the successes and failures of his Government. A good leader always accepts his mistakes and failures and promises to improve. view

At the same time, he admitted that his Government has failed in fighting cattle rustling. As pastoralists from Turkana County, we have suffered because of the cattle rustling menace. We have lost many lives. A Government which cannot protect its people is failing. I applaud him for taking a bold step and telling us that we need to do something about it. I agree with some of the Members who have said we came here to serve our people and not fatten our pockets.   • 22 Mar 2017 in National Assembly: I want to thank the President for calling upon Kenyans to give space to the Independent Electoral and Boundaries Commission (IEBC) to operate as an independent body. We want this year’s elections to be the most peaceful, fair and avoid anything which can bring conflict in this country. We have other arms of the Government which interfere like the Judiciary which has delayed the tender issue. Up to now, the tender has not been awarded and the IEBC is suffering.   • 14 Mar 2017 in National Assembly: It is embarrassing and sometimes shocking to see that the little we have given has not even changed the face of some counties. That is why we are challenging the governors to make sure that the money we give to them is used to improve the livelihoods of the poor in their counties. I know security has not been devolved, but there are some semi-arid areas like Baringo, Turkana, West Pokot, Samburu and Marakwet, where there is war.   • 14 Mar 2017 in National Assembly: Governors in these areas do not get intelligence information about their areas because they are not given any by the security organs. In future, we need to see how we can devolve the security function and give governors a role in it. We passed a Bill on the National Police Reservists and challenged the county governments to pay them. Some counties have allocated money every year to employ police reservists, for example, Turkana County where I come from.
