I am very happy that some counties are now working on peace programmes. They are trying to bring peace between them and their neighbours. They cannot enforce peace when they have not been given authority to train personnel on the use of arms to avoid misuse of arms. They have stated the reason why we should have this Committee in place. We have taken into consideration their proposals and their pieces of advice. As a Committee, I promise that we will go through those proposals and make necessary amendments.   • 14 Feb 2017 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. That amendment affects Clause 51 because we are trying to bring uniformity. If we go the TSC way, we shall have one recognised body yet in Clause 51 we are leaving every county to do its own way. That is why it was good for us to leave Clause 51 for uniformity purposes. A child from Turkana can get the same education with a child in Nairobi. There is a problem there. We are using the TSC in one area and again using the CEB in another area. view

Whatever we will get from our products will, in turn, improve the livelihoods of the pastoralists. Once their products are sold outside and they get money, they will be empowered economically.   • 8 Feb 2017 in National Assembly: I want to bring to your attention that, as the stakeholders in this industry, we need to make sure that we must have two stakeholder representatives in the membership of the board, and it should be a rotational system. We must have, at least, two pastoralists from pastoralist areas or counties. They must be included in that board because they know the problems of pastoralists. The combination we now have is more of academic qualifications with no experience at all. You should have somebody who knows where the shoe hurts. As much as we considered the headquarters of the county, it is good to know how we can develop other areas so that development can be scattered across the country. There are towns which have been in existence for some time. We need to open up other centres in the counties to ensure that new town centres emerge within the counties.
