Hon. Deputy Speaker, it is my prayer that the Government of Kenya sees how to compensate such kinds of costs that are not intended to be incurred during the disbursement of the money. Items in Turkana, West Pokot and Samburu cannot cost the same with items in Kitale, Nairobi or Eldoret. The second point I want to put across is on discipline. Our CEOs, directors and other leaders must be taught discipline. You cannot be a leader without discipline. Thank you, Hon. Temporary Deputy Speaker. I would like to talk about Clause 16 of the Bill on unlawful expenditures. This law provides an equal playground for both the poor and the rich. Some people use their wealth to manipulate voters. With this kind of law, even the poor man without money but with qualities of a good leader now stands a chance to be elected.
