First, I support the amendments because they seek to close the gaps that we have had in the law. As fellow Members have said, the issue of vetting people who are going to work in this area is good. It is an honour to resign to pave way for investigations. Money laundering is fertile land for corruption. You will get money from here and take it away through corrupt means and nobody follows you. We need to go back to the ages when people started putting their money outside this country and make this law function. Jambo la kwanza ambalo ningependa kuzungumzia ni Mswada huu unatusaidia kuwapa wawakilishi wa kaunti majukumu ili wajue jinsi wanavyoweza kufanya kazi yao wakiwa na mwongozo wa kisheria na pia wakiwa na uwezo na mamlaka waliyopewa kisheria ili mtu yeyote atakayepinga uteuzi huo aweze kusimama katika sheria waliyopewa. Lazima waseme ili mtu yeyote akiwa na pingamizi aonyeshe kwamba mtu huyo alikuwa na uwezo kuwashinda wengine. It will enable us to streamline services and delivery at our warehouses. Whenever farmers take their goods to the warehouses, there has been confusion. Some of them get lost as a result of not being receipted. That brings a lot of confusion at the warehouses. This system will curb the corruption that happens in the warehouses in this country. I will also talk on the issue of accountability. Sometimes, the goods that the farmers deliver at the warehouses are not accounted for. Sometimes, even those managers who work there are not responsible because there are no receipts to show that farmers delivered goods to the warehouse.
