Women contribute a lot to the community. The soft voice of women can attract many people to make a particular resolution or take a certain action in anything. I am supporting this Bill because when we have enough women in Parliament, we have equal opportunity to represent our people. Representation is not only for men. Even women can represent people. At the ground level, they interact with people, attend different occasions, meet other women and travel. Hon. Temporary Deputy Chairlady, you have heard the formula that came out recently from the Senate that every county must raise taxes locally for them to get more money. If we denied the county government the tax they get from forests, then they may not get money. We need to encourage the CS, to consult the county government so that they can also raise some money locally. I oppose.

Hon. Temporary Deputy Chairlady, this clause protects the pastoralists because we have livestock to take care of. Having public land will help pastoralists to have grazing land. I support the amendment.

Thank you. This Bill promotes positive traditional culture. This will educate our youth, especially those who have grown up in urban centers. This Bill will engage them on their culture and traditions. We have a global village where we share our culture globally. Whenever you are, I encourage you to promote your culture, 1 whether you are in Siaya or Turkana. Finally, having the Kenya Industrial Property Institute (KIPI) will protect our culture from imitated cultures. We need to arrest those people who purport to be Turkana or Maasai and yet they are not.

Thank you, Hon. Speaker. This House must protect the minority. This House must protect the people whom God has blessed with natural resources. Deleting crude oil from the schedule would be making the minority vulnerable. The Whip has said that they are taking it to another level. When we reach that particular level, the majority, who are not blessed with natural resources like Turkana, will vote “yes”. The sufferers will be the ones who have those resources in their counties.
