  • 7 Oct 2015 in National Assembly: Hon. Temporary Deputy Chairman, this morning I read in a newspaper that counsellors do not have anybody to control them. Now that Hon. Keynan said that we need a counsellor who is registered, I do not understand. Is it through the Act or the body? This is because there are some counsellors who are not professionals and they pretend to be counsellors; unless we have a body to regulate them--- view
  • 7 Oct 2015 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. We do not want to create enmity between this House and the Senate. This is a national issue that we believe the Senate can pass within a short time. We have already spoken to some Senators that this is a national issue that pertains our youth. We would like to have an environment where we can be passing laws without being opposed outside. If we pass this here now, somebody will go to court to oppose it. Let us follow the right channel. Let us talk to the Senate and it will do its ... view
  • 7 Oct 2015 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. The composition of the Board is biased. We have been talking about the youth and they are the beneficiaries of this Authority. The youth, who are the affected group, are not represented on the Board. This Bill has lost its meaning. It was meant for the youth. Now, if the youth are not represented on this Board, who will speak on their behalf? view
  • 30 Sep 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this Bill but I want us to take into consideration what Hon Eng. Gumbo presented before us, so that we do not engage in another war outside this House. We have some engineers here who can guide this Bill, so that it is what we want it to be. We need this Bill to go through. We need to have in place standards that are acceptable nationally and internationally. We have many technologists and technicians and we need to export them to other countries. Therefore, we need the courses to ... view
  • 30 Sep 2015 in National Assembly: masonries. They now earn some money every day in the villages. After we produce the technologists and technicians we do not want them to compete with the engineers. We want them to be self-reliant. They need to create job opportunities for themselves and for their survival. view
  • 30 Sep 2015 in National Assembly: We now have devolution and 47 counties in this country which need that kind of knowledge. We have very few engineers in this country, who are recognised and trained very well. We need to encourage them to train more technologists and technicians to go to the county level for employment. There are many job opportunities in the counties available for the technologists and technicians. For us to grow our counties, we need to have these people available to do smaller jobs where a lot of engineering knowledge is not needed. view
  • 30 Sep 2015 in National Assembly: I support the Bill. view
  • 20 Aug 2015 in National Assembly: Yes, I want to contribute to the Bill. view
  • 20 Aug 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support this Bill for the following reasons: One, having this Excise Duty Bill is one way to curb corruption in this country. There are many people in this country who do not pay taxes. As one of the Kenyans The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 20 Aug 2015 in National Assembly: who is faithfully paying his tax, I would like to encourage you that once we have this Bill we will actually curb corruption in this country. As the Mover of the Motion said, the level of corruption here has destroyed our nation. Kenya, except South Africa, is the only country which does its budget which is financed locally. That gives us strength as a country. We want to encourage the citizens of this country to pay their taxes so that we can depend on our money than relying on outside help. On the issue of the position of the licence ... view
