  • 10 Oct 2013 in National Assembly: Hon. Deputy Speaker, it has become routine in this nation that whenever a foreign kills or beats up a citizen, no action is taken. I remember the case of Nagin who killed a person and left a family without a bread winner. He went out and came back quickly. It appears like the citizens of this country are not considered as people. We want the Leader of Majority Party to demonstrate to us the measures the Government is taking whenever such a thing happens. Our citizens should be considered first. As my sister, hon. Ghati, has said, if it was ... view
  • 3 Oct 2013 in National Assembly: Hon. Deputy Speaker, pursuant to Standing Order No.44(2)(c) I wish to request for a Statement from the Chairperson of the Departmental Committee on Justice and Legal Affairs regarding the disquiet and lack of harmony at the level of the Judiciary. Concerned that the Judiciary plays a critical role in the proper governance of this nation and the administration of justice; the National Assembly by itself or through its committees is empowered by Articles 94 and 95 of the Constitution to deliberate and resolve matters of concern to the public and to play oversight role on State officers and State organs--- view
  • 3 Oct 2013 in National Assembly: The Chairperson should inquire into and report to the House on the following matters:- (i) the terms of service of the members of the Judicial Service Commission including, but not limited to their pay, remuneration and allowances; (ii) the frequency of their meetings and pay for the allowances so far paid to individual members of the Commission; (iii) whether the Judicial Service Commission, having been adversely mentioned at the commencement of the investigation by the Departmental Committee on Justice and Legal Affairs Committee, can fairly and impartially investigate or sit in judgment on matters concerning the conduct of the Chief ... view
  • 3 Oct 2013 in National Assembly: Hon. Deputy Speaker, as per the weight of the matter, some information is needed. This is because the judgment could be done any time in the course of next week. So, I need the Committee to sit within a week so that we get to the conclusion of this matter. view
  • 6 Aug 2013 in National Assembly: Hon. Temporary Deputy Chairlady, I rise to support this amendment. I am supporting this amendment to show that the Jubilee Government is responsible for the physically disabled persons. The Minority will support us this time. The Jubilee Government has created a conducive environment for the physically disabled persons. So, I support. view
  • 31 Jul 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I first want to thank hon. Francis Njenga for bringing this Motion on the Floor. My constituency is one of those that have been affected by that kind of problem. Many youth after completing Standard Eight or Form Form and do not get good grades stay back at home. At our place, there are very few sponsors or donors who can assist the youth to go to colleges and other places. If we have in place those kinds of loans, they will enable our youth to join Jua view
  • 31 Jul 2013 in National Assembly: . We know that Jua Kali has contributed a lot to this country. It has created jobs for the youth. When we train our youth in areas of plumbing, mechanics, carpentry and so on, they will create jobs for themselves. The white collar jobs are very few in this country. view
  • 31 Jul 2013 in National Assembly: Hon. Temporary Deputy Speaker, I was saying that if we train the young men in areas like carpentry, plumbing and mechanics, they will create jobs for themselves. Nowadays, we do not have white collar jobs and, as a result, many youths are out there committing crimes because they are jobless. Where I come from, 75 per cent of the youth after Standard Eight or Form Four revert to pastoralism and look after their livestock. That way, the Free Primary Education will not have any impact. We need to help the youth to attain another level. In Turkana Central, there is ... view
  • 16 Jul 2013 in National Assembly: On a point of order, hon. Temporary Deputy Speaker. You have given an opportunity to some people who have logged after me. Could you, please, check your system? view
  • 10 Jul 2013 in National Assembly: Thank you, hon. Deputy Speaker. I rise to support the Motion as amended because that will help us to clearly get the views of all the concerned parties. We need to include people who are engaged in miraa as their major activity. We need to take the views of the consumers and the businessmen, so that when we make a decision, we will have got all the views of the people concerned. With that, I want to talk about the effects of miraa in my constituency. Miraa has affected many people in my constituency. We have high percentage of school ... view
